【摘要】 循环经济是一种新兴的经济发展模式，发展循环经济是实施可持续发展战略的重要途径和实现方式。县域经济，作为联系城市和农村经济发展的桥梁和纽带，近年来得到了快速的发展，但同时也存在着日益严重的资源与环境压力，因此发展县域循环经济成为实现县域可持续发展的必然选择。本文以县域为研究对象，围绕农业、工业、第三产业从企业、区域、社会三个循环层次入手对其循环经济发展模式以及三大产业之间的循环链接模式进行了研究，并对县域社会层面构筑静脉产业进行了探讨。同时，本文在综合考虑经济、环境和社会三个方面的基础上，设计了一套由35个指标构成的能较为全面反映县域循环经济实际发展水平的评价指标体系；并根据评价指标体系的特点，构建了县域循环经济发展水平的模糊综合评价模型对县域循环经济的发展水平进行评价，从而可以根据评价结果判断某一县域是否达到了循环经济标准，为县域循环经济的发展提供切实可行的决策方案。最后，本文以东阿县为实例，在分析东阿县经济总体状况、循环经济发展现状及存在问题的基础上，设计了适合东阿县循环经济发展的可行模式，并对东阿县循环经济发展水平进行了评价，同时提出了东阿县今后循环经济发展的合理化建议。最后分别从政策法规、科技支撑体系、宣传教育等方面提出了东阿县循环经济发展的支撑保障体系。更多还原

【Abstract】 The circular economy is a new emerging economical development mode, the development of circular economy is an important realization way of implementing the sustainable development strategy. The county economy, as combination department of city’ s economy and country’ s economy, which has developed rapidly in recent years, also has more and more serious resource and environment pressure. So the circular economy mode becomes an inevitable choice.This paper takes the county as the research object. Around the agriculture, the industry, the tertiary industry, and from the three circulation levels of the enterprise, the region, the social, this paper researches country’ s circular economy development mode, carries out the discussion to the circular linkage mode among three main industries, discusses the construction of recycling industry on country’s society level. Meanwhile, the paper considers economical, environmental and social systems, to design 35 basic indexes to form evaluative index system of county’s circular economy which can be more fully reflect the actual level of the development of the county’s circular economy, and according to the features of evaluative index system, constructs the fuzzy appraising model of circular economy to evaluates the development level of county’s circular economy, provides a basis whether the development level of county’s circular economy can up to the standards, and provides the feasible decision-making plan for the county’s circular economy development mode practice.Finally, the paper takes the county of Dong E as an example, on the foundation of the analysis to the economy overall condition, the present circular economy development situation and the existing problems of Dong E, discusses high effective circular economy mode that suits the Dong E county, and evaluates the development level of circular economy of Dong E, meanwhile, provides the reasonable proposals for the development of circular economy of Dong E. Finally, proposes the guarantee measures of circular economy of Dong E county separately from the aspects of policy and regulations, scientific and technological support system, publicity and education, etc.更多还原
