内蒙古房地产信托融资研究

【摘要】 随着我国住房制度的改革,房地产业已经成为内蒙古经济的一个新增长点,房地产开发投资、开发规模以及价格运行等方面都表现得引人瞩目。然而由于内蒙古房地产业发展时间不长,企业规模普遍偏小,资金实力不强,加之房地产企业融资渠道有限,资金来源不畅等问题的存在,使资金不足成为许多房地产企业扩大经济规模、增强市场竞争力的制约性因素。寻找更多有效融资途径,成为企业发展的必由之路。2003年“121号文件”即《关于进一步加强房地产信贷的通知》颁布以来,银行收紧银根,房地产信托融资在国内快速发展,同时也在内蒙古成长起来,为一定程度上解决内蒙古房地产企业资金紧缺问题带来了可能。基于以上分析,认识房地产信托,分析内蒙古房地产信托融资现状以及存在的问题,进而结合内蒙古具体环境和发展趋势提出促进内蒙古房地产信托融资发展的对策是内蒙古房地产业发展的关键,这也构成了本文写作的核心内容。首先,本文介绍了房地产信托基础知识,对内蒙古房地产信托融资发展的背景及现状进行了阐述,并在此基础上深入分析了推动其发展的动力因素。其次,通过对内蒙古房地产信托融资的案例分析,得出目前内蒙古的房地产存在:信托产品信托期限普遍较短;信托产品流动性差;资金运用方式单一;投资地区集中,风险分散度低;风险意识薄弱;缺乏专业管理队伍等问题。文章在深入分析内蒙古房地产信托面临的环境、机遇的基础上预示了其未来发展趋势。最后,借鉴国内外房地产信托发展过程中的成功经验,提出建立房地产信托融资支持服务系统;推动房地产信托融资的创新;选择合适的信托模式;加强内蒙古地产信托证券化步伐;制定房地产信托专业化人才培养战略;完善相应法规,保障各方利益等措施促进内蒙古房地产信托融资市场健康发展。
【Abstract】 With the developing of the housing system in our country, the real-estate industry have already passed through and became a new point of growth in the economy of Inner Mongolian and the property development investment, development scale or price movement all displays noticeably. However the fund hindrances many property development enterprise to expand the economical scale, to strengthen the market competitive power insufficient ,which causes the enterprise have to seek more effective financing way because of the following questions :the real estate industry development time in Inner Mongolian being not long, the enterprise generally small, the fund strength not strong, adding the real estate enterprise financing channel to be limited, the fund originating the impeded. Since 21st document promulgation, the bank tightened the money market in the domestic fast development and the real estate trust toke its own superiority, solved the Inner Mongolian real estate enterprise fund problem and bring its the possibility. Learning the real estate trust and analyzing the Inner Mongolian real estate trust financing present situation, the existence question and unifying the Inner Mongolian concrete environment and the trend of development proposed promotes the Inner Mongolian real estate financing development countermeasure is the key to the real-estate industry in Inner Mongolia and also becomes this article the core.This paper launches like this. Firstly, some elementary knowledge of the real estate trust is introduced. Secondly, the paper draws the following conclusion: the deadline of the present Inner Mongolia’s real estate trust product is generally short; the trust product fluidity is bad; the utilization of capital way is unitary; the area of the invests is centralized, which does not favor the dispersible risk; risk consciousness is weak; the specialized management troop is lacks and so on based on the following facts such as the condition the real estate trust is financing ,the factor the real estate trust development of Inner Mongolian is impelled and the present situation the Inner Mongolian real estate trust is financing and the real estate trust product the union already distributed is analyzed .And then the article will thoroughly analyze the environment, the opportunity foundation which the Inner Mongolian real estate trust presently faces and indicates its future trend of development. Finally the following tentative plans are proposed .These plans are :the profits from in the domestic real estate trust developing process the success experience, the real estate trust financing support service system should be established, the real estate trust financing innovation should be impetuses, the appropriate trust pattern should be chosen. Furthermore, at the right moment real estate investment trust (REITs) should be cultivated, the Inner Mongolian real estate trust securitization step and formulation real estate trust specialization personnel training strategy should be strengthened, the consummation corresponding laws and regulations, measures should be more perfect the benefits on various aspects should be safe guarded. It is only way that can the Inner Mongolian real estate trust financing market develop healthily.
