【摘要】 从城市规划的角度分析，房地产开发犹如一把“双刃剑”，一方面，城市规划的内容在很大程度上需要依靠房地产开发予以实施；另一方面，在市场经济条件下，由于房地产业所固有的周期性特征和“外部性”效应，加之现行的法律法规不完善，规划的引导与调控作用乏力，其负面影响也不可小视。我国从20世纪90年代就开始对房地产的发展采取各种调控措施，政府和学界都越来越认识到必须加强城市规划对房地产开发与建设的引导和调控。但是从理论上探讨城市规划特别是战略性城市规划对房地产开发作用的研究尚不多见。本论文在广泛借鉴国内外已有的相关研究成果的基础上，从战略性城市规划对房地产在开发的总规模和开发的空间结构布局这两个主要方面入手，结合战略性城市规划的主要内容层面展开分析，以上海城市的具体情况展开实证研究，探讨上海城市战略性规划对房地产开发的作用成效；同时，通过对战略性城市规划对房地产开发发挥作用过程中可能存在的问题进行分析与反思，以期反馈于战略性城市规划的编制和实施，提高战略性城市规划的效用；最终希望为政府在调控房地产开发中，如何实行城市规划的引导与控制，保证房地产开发有序、健康发展，提供有益的借鉴。更多还原

【Abstract】 As a coin has two sides, real estate development to urban planning isdouble-edged sword. On the one hand, the execution of urban planning relies onreal estate development to a great extent, on the other hand, the controls ofurban planning to the real eatate development are limited because of thespeculation of real eatate development, the existing of the market failure, and theimperfects of the exsiting law and regulation system. Moreover, real estatedevelopment brings side effect.Since 1990s, the govement has taken a series of measures to induce andcontrol real estate development. Both the govement and the academic circleshave more and more realized that it is necessary to strengthen the inducing andcontrolling efforts of urban planning to real estate development. But there hasbeen little theorial research on the effects of urban planning, espscially strategicurban planning, to real estate development as yet.Based on the review and analysis to the domesitic and aboard research onthe connection between real estate development and urban planning, thisdissertation mainly focuses on the effects of strategic urban planning to realestate development. Taken the case of Shanghai, the dissertation evalutes theeffects of the strategic urban planning to real estate development, from the realestate development of quantity and spatial layout, combined with the maincontents of the strategic urban planning. And the dissertation futher reveals andanalyses problems that have emerged from the process of strategic plan andplanning implementation. The mechanism in the practice of the inducing andcontrolling efforts of strategic urban planning is also preliminarily discussed.Therefore, the dissertation can feed back on the strategic urban planning and itsimplementation and be helpful to enhancing both the implementability ofstrategic urban plan and the governmental inducing and controlling function onreal eatate development.更多还原
