【摘要】 资源是人类的宝贵财富,经济发展所带来的资源耗费和生态失衡警示人们要加快循环经济发展,这是我们时代面临的现实、紧迫的中心课题。发展循环经济,建设节约型社会,坚持以人为本,树立和落实科学发展观的重要举措,是提高资源利用率,推进循环经济增长方式转变,走新型工业化道路,建设社会主义新农村的重要途径;是解决当前我国经济社会发展中“高投入、高消耗、高排放、不协调、难循环、低效率”深层次矛盾的重要抓手。改革开放以来,我国经济在取得了举世瞩目的成绩的同时,资源消耗急剧增加,环境压力越来越大。为此,胡锦涛同志指出:要“倡导有利于节约能源资源和保护生态环境的产业结构和消费方式,大力开展能源资源节约活动,全面推行清洁生产和节能技术,加快发展循环经济”,按照“减量化、再利用、资源化”的原则,采取各种有效措施,以尽可能少的资源消耗和尽可能小的环境代价,取得最大的经济产出和最小的废物排放,走新型工业化和可持续发展道路,建设资源节约型和环境友好型社会。本文以环境资源问题的提出为切入点,紧密关注循环经济理论和方法的趋势,接近循环经济发展的实际,对中外循环经济理论和实践进行比较,揭示当前中国环境资源问题的成因,并以此提出循环经济发展对策措施,最终将落脚点放在可持续发展战略下重建人与自然和人与人的和谐关系上。更多还原

【Abstract】 Resources are the valuable wealth of the mankind, resources wasted and ecology unbalanced brought by economic development warn people to quicken the development of recycle economy. This is the reality and urgent centre subject faced in our times. Developing recycle economy, building the economizing society, insisting on people to be first, establishing and implementing the important action of the scientific development view, all these are important ways to improve the resource utilization ratio, to advance the style change of circulation economic increase, to take the new-type industrialized road, to build socialist new countryside and important methods of " high investment, high consumption, high discharging, incongruous, difficult circulation , poor efficiency " while solving the present profound contradiction in socio-economic development.Since opening-up reform, our country has made achievements in economy but this caused attention of lifting resources consumed sharply and the environmental pressure has been greater and greater. For this reason, comrade Hu Jintao pointed out: " we should advocate the industrial structure and consumption pattern helpful to economize energy resources and ecological environment protection, greatly launch the movement for practicing economy of energy resources in a more cost-effective manner, pursue cleaner production and power-saving technology in an all-round way and accelerate the recycle economy development ", according to the principles of " reduction, recycle utilizing, recycle treatment " taking various kinds of effective measures so as to use resources and environmental cost as small as possible and obtain the biggest economic output and less wastes discharge. Take new-type industrialization and sustainable development path and build the resource economizing and friendly society.Putting forward with environmental resources question as the breakthrough point, this text pays close attention to the circulation economic theory and trends of methods closely, being close to the reality of circulation economic development, comparing theory and practice of Chinese and foreign recycle economy, announcing the origin cause of formation of the present Chinese environmental resources question. So as to propose the measure of recycle economy development and finally to put emphases on the sustainable development strategy and rebuild harmonious relation between mankind and nature and between people.更多还原
