高校基层干部队伍能力建设及综合考评方法研究

【摘要】 高校具有人才培养、知识创新、社会服务三大职能,这就要求高校不仅要有一支高素质的教学科研队伍,更要有一支符合科学发展观要求,具有优秀的智力和较高的学历,以及高水平的综合能力的基层干部队伍。高校基层干部队伍能力的高低,不仅关系到高校内部党的执政能力建设和政治领导方向,关系到党的政治理论、方针、政策能否得到正确贯彻和有效实施,而且关系到高校改革与发展的进程。文章从高校基层干部队伍能力建设的有关理论入手,通过分析基层干部的素质和能力,对目前高校基层干部队伍能力素质的状况进行了调查研究,提出了加强高校基层干部队伍能力建设的途径。通过研究高校基层干部的工作特点以及对高校基层干部队伍能力素质综合考核的内容的分析,结合当前高校基层干部工作中普遍存在的问题和近年来在基层干部综合考核评价方面进行的一些探索,提出干部综合考评实行定性与定量相结合,通过“经验定性——抽象定量——定性定量综合分析”的过程对干部进行评价。采用层次分析法确定基层干部能力考核指标要素的权重,从而建立高校基层干部队伍能力综合考评指标体系,实现对基层干部队伍能力素质科学考评。高校基层干部队伍能力综合考评是一个复杂的系统过程,是高校干部管理工作的重要组成部分,是高校人力资源管理的激励手段之一。运用科学方法,不断完善考评制度,将考评结果应用到对高校基层干部队伍的实际管理工作中,最大限度地调动广大基层干部的工作积极性,是基层干部队伍能力综合考评研究的最终目的。

【Abstract】 University which is of three functions of talent training, knowledge innovation and social service. Not only does it need acdemic staff with highder quality to take their teaching and research, but also needs a group of cadres at the basic level according with scientific development view, having excellent intelligence, higher acdemic degree and higher all-around capacity. Because the capacities construction of the cadres at the basic level is related to the construction of party’s ruling capability and political leading direction,the correct and effective implementation of party’s political theory and policies, and also relevant to the carrying process of university’s reform and development.The paper is based on the theory of human resource management to analyse the characters of the cadres, and investigates the status of the construction of university’s cadres at the basic level, and then puts up the approach of improving the ability construction of the cadres at the basic level in universities. By means of researching the characteristics and the assessing contents of university’s cadres, combining with the existing questions about cadres at the basic level and the exploration of the cadres’ assessment, the paper suggests that cadre assessment needs combining qualitative evaluation with quantitative evaluation and adopt the course of which is from empirical qualitative to abstract quantitative and then comprehensive analysing. The weight of evaluation index is confirmed by AHP,the kind of mathematical analysis method.Comprehensive capability evaluation to the cadres at the basic level in university is a complex process which is one of the important part of university’s management. To improve the evaluation system by means of scientific method, apply assessment results to the management and arouse the work enthusiasm of the cadres at the basic level as much as possible is the real and ultimate purpose of studying capability evaluation of the cadres.
