【摘要】 自20世纪80年代中期以来，农民专业合作经济组织在中国农村大地悄然兴起，并迅速发展起来，进一步提高了农民的组织化程度，维护了农民的合法权益，是我国农村社会从传统走向现代的必由之路。本文首先运用新制度经济学和信息经济学理论，分析了农民专业合作经济组织产生和发展的特征，以及内部存在的道德风险问题。然后借鉴国外农民合作经济组织发展的成功经验，尤其是学习韩国和日本“新村运动”和“农村现代化”运动中的成功做法。着重探讨了我国新农村建设需要农民专业合作经济组织，进而阐述了农民专业合作经济组织可以从促进生产发展，促进生活富裕，促进乡风文明，促进管理民主几个方面推动新农村建设。论文指出了现阶段农民专业合作经济组织存在的问题，主要是规模小，辐射能力不强，内部管理机制不健全。分析了造成以上问题的原因，有外部客观因素，如政府扶持力度不够，法律法规缺失，农村土地规模小。也有自身原因，即农民文化素质不高，缺乏合作知识，对政府依赖性过高。最后从加大政府扶持力度，培养新型农民，健全内部管理机制，协调好与村委会的关系的角度，提出了完善农民专业合作经济组织推动新农村建设顺利进行的思路与对策。更多还原

【Abstract】 Peasant’s Professional Cooperative Economy Organizations have arisen quietly in rural areas in China since 1980s and witnessed a rapid progress, accelerating the level of peasant’s organization and protecting peasant’s legal rights. It becomes a necessary step to modernize our rural society.This thesis at first applies the theory of institutional economics and information economics to illustrate the characteristics revealed in the evolvement of Peasant’s Professional Cooperative Economy Organizations and its inner moral risks. Then, after a introduction of the successful experience from abroad, especially South Korea’ "new village movement" and Japanese "rural modernization", it points out the necessity of developing Peasant’s Professional Cooperative Economy Organizations during the construction of a new countryside and proposes that Peasant’s Professional Cooperative Economy Organizations should take actions, such as to promote productivity and abundant life and to establish rural civilization and democratic management, in order to give impetus to the construction of a new countryside. Later this thesis states the current problems existing in Peasant’s Professional Cooperative Economy Organizations. Theyare: too small scale, incompetent functions and imperfect inner management system, which are caused by both external factors as no strong support from government, no legal regulations and small land scale in rural areas, and internal factors as peasant’s illiteracy, lack of cooperative knowledge and their dependence on government. At last it advocates to perfect Peasant’s Professional Cooperative Economy Organizations by strengthening support from government, cultivating new style peasants, establishing a sound management mechanism and balancing the relationship with peasant’s committee, hence conducting a smooth construction of new-typed rural area.更多还原
