【摘要】 通过对“中部塌陷”现象的解决需要民营经济的发展，而中部地区民营企业发展无法达到这一要求的现状进行分析，我认为主要原因在于与其最接近的县级政府激励不足，激励机制不完善。因此，探讨如何健全县级政府推动民营企业发展的激励机制十分重要。本文主要采取实证研究的方法，从四个部分进行论证。第一部分从课题研究的目的、已有研究成果、理论基础等方面进行探讨。第二部分对中部县级政府为何需要健全激励民营企业发展的机制进行了原因分析。第三部分以山西省祁县进行的实证调查为基础，探讨中部县级政府应如何全面建立健全现有的激励机制，进一步推动民营企业发展。第四部分的结论是只有县级政府建立健全推动民营企业发展的激励机制才能促进民营经济以至带动整个县域经济发展，达到促使“中部崛起”的目标。更多还原

【Abstract】 This essay focus on the fact that the solution to Middle China Sinking turns to the development of private economy despite of private enterprise cannot meet the demand of it. It discovers the main reason to this on analysis is that country level governments which are most close to them lack for encouragement and their encouragement system needs improvements. Therefore it is very important to discuss how to improve the country level governments’ encouragement system towards private enterprises development.This essay applies the demonstration method as its research approach. It discusses and makes its argumentation in four parts. The first part discusses the topics on the objective of the research, research achievements which have been ever got and the theoretical basis. The second part makes a reason analysis to the theory that governments at the level of country in central China should push and improve the encouragement system of private enterprises. The author undertakes her case study, the demonstration research investigation to Qixian, Shanxi Province, as the basis and analyzes current situation of encouragement system toward the private enterprises from the government at the level of country in central China. It discusses how governments at the level of country in central China can build up and improve current encouragement system in order to push the development of private enterprises. The conclusion from the fourth part only the governments at the level of country in central China improving and establishing encouragement system to the private enterprises can lead to the private economy development, even that of country area.
