【摘要】 近年来,高校贫困生日益增多,成为高校中不容忽视的一个特殊群体。高校贫困生问题已经成为高等教育事业发展中的焦点和社会关注的热点问题。研究高校贫困生群体,完善高校贫困生资助体系,具有重大的理论价值和现实意义。贫困生群体一般是指因家庭经济困难,难以依靠家庭的支持而正常完成学业的高校学生群体。他们具有数量大、人数多,人数比例逐年增大,地区分布差异明显等特点。贫困生群体是由多方面原因造成的,因此对贫困生群体的资助体系也应具有综合性和多样性。以教育公平理论为依据,建立和完善高校贫困生资助体系,不但对深化和拓展教育理论、社会公平理论、思想政治教育理论等方面具有一定的理论价值,而且对实现我国全面建设小康社会、建设和谐社会的目标也具有重要的实践意义。资助体系包括:将教育公平思想作为高等教育发展观的重要理念;优化配置国家高等教育资源;建立合理的高校教育收费标准,实行高等教育经费投入主体多元化;加强贫困生资助立法;优化落实“奖、贷、助、补、减”五位一体的资助方式;建立关爱贫困生群体精神世界的资助体系等。更多还原

【Abstract】 In recent years, the number of the poor university students is increasing gradually and it becomes a special group in university. The problem about poor university students has already become a social focus and a key point in development of higher education. It has extremely important theoretical value and realistic significance to research the poor university students and perfect the subsidy system.Poor university students difficultly depend on family’s support and can’t accomplish their studies because of their family’s poverty. It has many characteristics, such as huge quantity, large number, proportion enhancement year by year and distribution difference obviously. Many factors have brought about the problem of poor university students, therefore, the subsidy system should have its comprehensiveness and diversity.On the base of theory of education equity, setting up and perfecting the subsidy system to poor university students are not only of important theoretical value to deepen and develop educational theory, social equity theory and political education theory, but also of practical significance to accomplish overall well-off society and build harmonious society.The measures of the subsidy system are as follows: The government should take education equity as important ideal of development of higher education and perfectly allocate resources of higher education. Rational criterion of education fee should be built up, funds of higher education should be got in various ways and subsidy laws should be built up. We should perfect and carry out subsidy methods consisted of scholarship, loan, part-time jobs, allowance and tuition exempt and set up spiritual aid system.更多还原
