政府电子文件元数据管理及其标准构建研究

【摘要】 随着电子政务的发展，政府电子文件成为电子政务活动的主要工具和真实记录，政府电子文件管理成为电子政务建设的重要组成部分。而目前的政府电子文件管理现状并不乐观，政府电子文件的真实性、完整性和长期可获取性不能得以保障，丧失了政府电子文件的重要价值。元数据技术的应用解决了这一难题，它在政府电子文件的著录描述、确认检索、资源管理、资源保护和长期保存等方面发挥了巨大的作用。如何将元数据应用于政府电子文件领域，需要研究政府电子文件元数据在管理系统中的运行机制，以及面向我国政府电子文件元数据标准的构建，本文即对相关问题进行探讨。论文首先介绍了基于元数据的政府电子文件管理基本理论，对政府电子文件和元数据的概念、特点、分类分别阐述，说明了元数据贯穿于政府电子文件整个生命周期的应用中；接下来，先通过实例的方式展示了元数据的描述机制，而后引出了XML和RDF的概念；在对元数据基本概念理解的基础上，本论文提出了政府电子文件元数据采集和存储模型方案，对各类多媒体文件元数据的采集方法进行了归纳总结，然后论文对目前存在的几种元数据存储方式进行分析比较，结合政府电子文件元数据特点，提出了混合存储的思想，即文件系统与关系数据库混合使用的存储策略；对应于存储模型，论文接下来提出了相应的检索模型，其结构设计与存储模型前后呼应，体现了“存储服务于检索”的思想，对模型中的核心模块——Z39.50协议系统进行了详细的分析，并在Z39.50查询转换器的设计中，对“查询请求的转换”和“查询结果集的管理”提出了自己的设想，然后又讨论了后台元数据的查询方式；论文最后针对面向我国政府电子文件元数据标准构建进行了研究，总结出构建原则、构建步骤，最后提出了我国政府电子文件元数据标准构建方案。更多还原

【Abstract】 With all the development of e-government, government e-documents have become a major tool and a true record. The management of government e-document becomes an important component of building of e-government. But the management situation of government e-document is not optimistic at present, the authenticity, integrity and accessibility of e-documents can not be protected, the significant value of government e-documents loses.Metadata technology can solve this problem, which has played a tremendous role in the description, confirmed retrieval, resource management, resource protection and long-term preservation of government e-document. How to apply metadata in the field of government e-documents? It needs to examine the operating mechanism of government e-document metadata in management system, and the government e-document metadata standard construction for China; the relevant issues were discussed by the paper. Firstly, The paper introduces the basic theory of metadata based on the management of government e-document, and analyzes the concepts, characteristics, classification stated of government e-document and metadata, it note the application of metadata through government e-documents’ whole life cycle.Next, through the display of a metadata description example, the paper leads to XML and RDF concept; On the basis of the basic concepts of Metadata, the model program of the collection and storage of the government e-document metadata is proposed by the paper, the collection methods of all kinds of media files metadata are summarized, then several metadata storage modes at present are analysised, with the government e-document metadata status, a hybrid memory of thinking, that the mixed storage strategy of file system and relational database, is proposed; Corresponding to the storage model, next the corresponding retrieval model is put forward, the structural design consistent with the storage model, embodying the "storage service to search", and the core modules of this model -- Z39.50 agreement system is analysised, and when the Z39.50 inquiries converter is designed, "requests for information about the conversion," and "results set management" is put forward with own ideas. Then inquiries of background metadata are discussed; finally, the paper researches the construction of our government e-document metadata standards, and summarizes construction principles, construction steps, finaly, our government e-document metadata standard building program is proposed.更多还原
