【摘要】 从古至今,政治道德始终是政治学、伦理学等相关学科讨论的一个具有实践意义的热点问题。笔者认为政治道德作为政治行为主体(包括政府、政党、政治组织、政府管理者和公民个体)必须拥有的价值属性,是基于一定政治理想和维护一定政治秩序的需要而对人们在政治领域从事政治活动提出的道义要求,从而要求政治主体在主张政治权利、实现政治行为时应当具有相应的义务、职责和使命的一种政治上层建筑。我国正处于社会转型期,加强社会主义政治道德建设则更具有重大的理论意义与实践意义。政治道德不仅是稳定社会秩序、扭转社会风气的需要,而且是发展社会主义市场经济、完善社会主义民主政治、建设社会主义政治文明、实现小康社会的根本保障。本文就是从对政治道德的学理分析、历史语境中的政治道德发展及其理性反思出发,着重探讨社会主义市场经济体制下政治道德的建构问题。笔者认为,社会主义市场经济条件下,建构有中国特色的社会主义政治道德的基本途径为:首先,加强领导干部的政治道德建设是政治道德建构的关键;其次,加强政府职能的有效转换是政治道德建构的重要力量;再次,加强对公共权力的有效制约与监督是政治道德建构的制度保障;最后,扩大公民有序的政治参与是政治道德建构的群众基础。更多还原

【Abstract】 Since ancient times, political morality has always been the hot issues of a practical significance discussed in political science, ethics and other related fields. The writer thinks that the political morals is the political value that the behavior corpus( including the government, political party, political organization, governor and the citizen individual) must own to. It is according to certain political ideal and the maintenance demand of the certain political order, thus need people be engaged in the political activity to follow these righteous requests. So, the political morality is a kind of political superstructure of the missions that request the political corpus to should have homologous duty, job while carrying out the political right and behavior. Currently, China is in a period of social transition, thus, it is of great theoretical and practical significance to build the socialist political morality. Political morality not only plays an important role in meeting the demands of keeping a stable social order and reversing the general mood of society, but also fundamentally guarantees the development of the socialist market economy, the improvement of the socialist democratic politics, the construction of socialist political civilization and the realization of a well-off society.Viewing on the theoretical analysis of the political morality, historical context of the development of political morality and its rational reflection, this paper mainly discusses the issues of building political morality under the socialist market economic system. I believe the basic means of building the socialism political morality with Chinese characteristics are as follows: Firstly, strengthen the construction of political morality among the leading cadres is the crucial point. Secondly, reinforce an effective transformation of government functions is the major force. Thirdly, control and monitor the public power effectively is the system guarantee.
