【摘要】 当前,环境状况是衡量经济社会发展状况的一个重要指标。党的十六大首次提出了生态文明的概念,江苏省“十一五”规划也明确提出建立循环经济的发展体制。本文选取江苏省“三废”排放作为研究对象,通过对江苏省“三废”排放的现状分析及“三废”排放预测的研究,得到以下结论:(1)江苏省“三废”排放增长速度逐渐减缓,“三废”治理效果具有较大的差异性;(2)江苏省“三废”排放强度居全国的中等偏上水平,“三废”排放生态效率总体呈上升趋势;(3)通过对江苏省“三废”排放的影响因素的分析,认为随着经济发展和能源消费水平的提高,“三废”排放量随之增长,而科技投入、政策影响水平与“三废”排放联系并不紧密,在一定程度上能够抑制“三废”排放的增长;科技投入和政策影响对于抑制“三废”排放的增长具有一定的滞后性;(4)通过对江苏省“三废”排放进行结构性研究,表明部分污染严重行业的工业企业产值所占比重与其废弃物排放量比重存在着严重的不协调性,化学原料及化学制品制造业的“三废”排放对江苏省环境的影响程度最高;(5)通过江苏省“三废”排放的环境库兹涅茨曲线分析,认为随着人均GDP的增长,江苏省工业废气、工业固体废弃物、废水的排放总量均随之增长;工业废气和工业固体废弃物排放呈现出无限增长的趋势,废水排放速度减缓,逐渐呈下降趋势。更多还原

【Abstract】 The environment condition plays an important part during the development of the society. The concept of ecology civilization has been proposed, and circulation economy has also been planed to establish in Jiangsu Province in the period of 2006-2010. This article takes the discharge of "three wastes" in Jiangsu Province as the research object, and mainly obtains the following conclusions by analysis and forecast of“three wastes”:(1) The rate of the discharge of "three wastes" in Jiangsu Province is slowing down. And the pollution abatements of industrial waste solid and waste water are better than that of industrial waste gas;(2) The discharge intensity of "three wastes" in Jiangsu Province is on the medium level all over the country. And the ecology efficiency of the discharge is going up;(3) Through the analysis of influencing factors of "three wastes" in Jiangsu Province, we could get the following conclusions: with the enhancement of economical growth and energy consumption level, the discharge of "three wastes" in Jiangsu Province is increasing. To the contrary, with the enhancement of technical investment and policy influence level, the discharge of "three wastes" in Jiangsu Province is decreasing, and the influence to the discharge of the two may has the certain lag;(4) The analysis of structural pollution indicates that there is serious incompatibility between the production and“three wastes”discharge of some industry. The other important conclusion from that is the influence to the environment of chemistry industry is the most serious;(5) Through the forecast of EKC curve, we could get the following conclusions: with the growth of average per person GDP, the total discharge quantity of“three wastes”is increasing, and the discharge of industrial waste gas and industrial waste solid is growing infinitely, otherwise the rate of discharge of waste water is slowing down and gradually assumes the drop tendency.更多还原
