【摘要】 近年来，蔬菜事故屡屡发生以及不安全蔬菜流入市面的报道愈演愈烈，蔬菜安全已经成为社会的关注热点之一。蔬菜，既不是纯公共物品，也不是纯私人物品，而是介于两者之间的“混和物品”，具有这种特殊属性的物品其安全性牵涉到方方面面的切身利益，关系到市民的饮食健康也考验着政府的监管能力。本文针对蔬菜具有较低的市场需求弹性及两重性，以政府监管理论作为切入点，分析政府对蔬菜安全进行监管的必要性，并从抽样检查结果、中毒事故、化学安全性、大型超市的蔬菜情况、现场抽样检测以及报刊杂志的反响六个方面的现实情况深刻揭露了广东省蔬菜安全的现状，探讨我国以及广东省现行的蔬菜安全监管体制，优化广东省政府的蔬菜安全监管势在必行。其后，反思广东省在蔬菜安全监管问题上的弊端和缺陷，并借鉴美国、日本和香港等发达国家和地区所采取的一系列值得参考的措施以及给予我省的启示，最后根据广东省的实际情况，提出有效的措施，强化广东省政府在蔬菜流通领域中的监督和管理，完善各种法律法规以及标准，建立蔬菜定点跟踪检测制度，成立信息服务网络，构建广东省蔬菜安全信用体系，并建立蔬菜召回制度和强化蔬菜安全的领导问责制，从根源上消除政府对蔬菜监管的弊端，提高蔬菜安全度。更多还原

【Abstract】 In recent years, with the vegetables accident happens repeatedly and the report that unsafe vegetables flow into market intensity, vegetables’ safety have already becoming one of the concern focuses of our society.Vegetables are not purely public articles, and also not the pure personal articles, but the one that lies between the two, that is "Mix articles". Its security of article with such special attribute involves the vital interests of every aspect, from the diet healthy which concerns citizens to the supervisial ability which test government.This text draws on vegetables’ lower market elasticity and duality, makes the government’s supervisial theory as the breakthrough point, analyses the necessity that government should supervise the vegetables’s safety, and from the result of surveying sample, poisoning, chemical security, super market’s situation, spots sample measuring and media’s response six aspects of Guangdong Province vegetables deeply expose its’ safety, probes into current safety supervision system of vegetables of Guangdong Province, optimizes the supervision imperatively. Thereafter, we review the drawbacks and defects on the issues that Guangdong Province’s vegetable’s safety supervision, learns lessons from a series of measures worth consulting that such developed countries and regions as U. S. A, Japan and Hong Kong, which takes the enlightenments to our province, according to the actual conditions of Guangdong Province finally, puts forward effective measures, strengthens Guangdong Government’s supervision and management in the circulation field of vegetables, perfects various kinds of laws、regulations and standards, sets up the vegetables’s follow system of measuring by fixed position, establishes the information service network, structures the vegetables’s safe credit system in Guangdong Province, sets up vegetables’s recalling system and strengthens the vegetables’s safety leader asking responsibility system, tries hard to dispel the drawbacks that the government supervision to the vegetables from origin, improves the degree of safety of vegetables.更多还原
