【摘要】 本文立足现代高技术局部战争舆论战的现实，初步梳理了不同战争形态下，新闻传播对战争进程和战略全局的作用和影响；并从信息化时代新闻媒介的传播速度、传播方式、传播模式、传播效能的角度，分析阐述了现代战争中新闻传播的时代特征。文章重点论证了制新闻传播权在现代化战争中的战略价值，解构舆论战以现代传媒为载体、以影响和改变目标对象的精神心理为目的，以军事实力和战争潜力为依托的运作方式，揭示了新闻传播在现代战争中作为战争武器所具备的强大的辐射力、渗透力、负载力和攻击力。同时文章还针对制新闻传播权的认识误区，就战争的隐真示假与新闻真实、新闻自由与战时管制的关系进行解析，进一步澄清战争新闻传播领域存在的模糊认识。文章最后对我国伊拉克战争报道进行反思，分析我国在现代战争新闻报道上取得的进步和存在的差距，审视当前国际传播形势所提出的严峻挑战，对新时期我国战争新闻传播建设做出策略思考，在战略谋划、传播机制、运作方式、管控体系、人才培养上提出了具有指导性的应对性策略。更多还原

【Abstract】 Under the different forms of the war, media has played an important role to affect theprocess of the war under the existence of media attacking in the modern and high technologicpartial war. From the different angles of the news spreading, such as, the spreading speed,spreading method, spreading formation, this article illustrated the features of the newsbroadcast in modern times and the strategic value it has posed to the modern war. The mediawar, operating in the form of modern media, aims to change or even destroy the mind stabilityof the enemy. With the support of the strong military power, the news broadcast, as a weaponin modern wars, possesses with strong powers of radiation, penetration, attacking, and alsowith the powerful volume for loading. There is something wrong of our cogitations to thefield of media in the war. For examples, the fake news, the news freedom and the newscontrol under the war. Anyway, this article gives a clear picture of media operation in war. Atlast, it reviews our reporting in Iraq War and sums up the progress we have made and alsoindicated the gap between the developed media and ours. So the austere challenge has beenposed by the circle of international media. After the careful thinking of how the media canoperate well in the war by considering our own situation, this article put forward some guidestrategies in terms of strategic plan, broadcasting mechanism, operation methods, controllingsystem, and talent culture in this field.更多还原
