【摘要】 在陕西省洋县设立朱鹮自然保护区之后,洋县人民政府把保护朱鹮作为一项历史重任,千方百计从各方面营造良好的社会环境进行保护,努力拯救人类共有的珍稀鸟类资源。由于人类的保护,朱鹮的数量已从7只发展到约300只。然而,为了保护朱鹮,当地农民在经济收入上做出了很大的牺牲。按照保护要求,在约占土地面积1/6的巢区禁止兴办工业,有近1/3的农田不能施用化肥和农药,这部分农田的产量比常规农田约低30%。因此,从目前现状看保护朱鹮的栖息地和发展当地经济存在着矛盾。论文首先分析了朱鹮自然保护区的自然环境、生产环境和社会人文环境,并对保护区的环境实施评价,分析了该地区发展有机产品的可行性;进一步论述了朱鹮保护区有机产品产业环境的构成及其评价体系,并对这一评价体系的应用前景进行了展望。分析结果表明,朱鹮自然保护区的环境质量、生产和人文环境,以及这一地区为了保护朱鹮所建立起来的独特环境条件,特别有利于发展有机农业产业;同时,发展有机农业能够进一步改善朱鹮的生存环境,有利于对朱鹮的有效持久的保护和区内农民的增收。提出的这一地区评价有机产品产业的方法体系包括:指标体系、法律政策体系、监控管理体系等。这一体系的应用前景主要在于:(1)能为有机产品产业提供有效的管理方法;(2)可供政府管理、监控、指导产业发展;(3)能为投资决策提供依据。更多还原

【Abstract】 Since the Crested Ibis Nature Reserve was set up in the Shanxi Province Yang Xian, the Yang Xian people’s government made Crested Ibis protected as a historical heavy responsibility, they built the good social environment to carry on the protection as more as possible, in order to save the precious birds resources which the humanity altogether has. As a result of human’s protection, the quantity of Crested Ibis has developed from 7 to approximate 300. However, in order to protect the Crested Ibis, the local farmers have made the very big sacrifice in the income. According to the protection request, it is prohibited to establish the industry in the nest area composing the land area 1/6, and not able to employ the chemical fertilizer and the agricultural chemicals in the farmland nearly 1/3, the production of this farmland is approximately 30% lower than that of the convention farmland. Therefore, looking from the present situation, it has a contradiction between protecting the habitat of Crested Ibis and developing the local economy.Firstly,the environments of natural,production and society in Crested Ibis Nature Reserve were described,and appraisal the environment,then conclude the feasibility of developing organic food in this area. Next, the component of industry environment about organic food was discussed. The estimating system of its environment was suggested and prospected for its advantages in future.The results indicated that the environment of nature, human production and society as well as the special environment set for protecting Crested Ibis in this area are suit for developing organic agricultural production. At the same time,developing organic food can improve the living environment of Crested Ibis and protect them more effectively. The estimating system suggested to industry environment of organic food included the index system,jural policy system,control and management system. The wide advantages of the estimating system mainly show in three aspects: offering effective management method to the organic food industry; (2) provide an approach for government to manage,control and guide the of industry development;(3) supply scientific basis to investment decision。更多还原
