政府短信平台关键技术研究与应用

【摘要】 当前,我国政府电子政务建设蓬勃开展,取得初步成效。建设政府短信平台,可充分利用短信受众面广、技术门槛低、实时性强、投入少、易集成的优点,大幅度提高政府电子政务各业务系统的效率,增强政府和公众交互。本论文根椐目前市、县级基层政府常见的电子政务系统较多、开发语言和数据库后台各不相同的复杂情况,全面分析基层政府电子政务系统对短信平台的各方面需求,系统阐述政府建设短信平台的思路、步骤、难点、重点、参考方案,研究并解决了短信平台系统实现中的关键技术问题,主要工作包括:(1)从已有短信平台产品切入与自行设计短信平台关键技术相结合,提出了一种政府短信平台的完整解决方案;(2)密切针对基层政府的实际,应用该方案实现了一种政府短信平台,其实践背景相对于我国基层政府具有代表性和重要的应用价值;(3)本论文针对在实施中发现的有代表性的问题,给出了相应的技术解决方案;(4)对进一步研究和应用作了展望。

【Abstract】 Presently, our country E-government construction is developing vigorously, has gotten initial effect. Building the government SMS platform, can make full use of short message merit of receiving more people, low-threshold technology, strong real-time, low input, easy integration, significantly improve the efficiency of government E-Gov every business system, and strengthen interaction of the government and the public.According to the current grass-roots governments have more E-Gov system common, the complicated situation of different development languages and different database background, this paper entirely analyzes the various aspects of the SMS platform the grass-roots governments demand, systematically formulates the ideas, steps, difficulty, major point and reference scheme of building SMS platform, studies and solved the key technologies problem, it is mainly about: (1) Starting from the combination of the existing SMS platform products and the own design SMS platform key technologies, provides a comprehensive solution on the govermnent SMS platform; (2) Closely aims at the actual of the grass-roots governments, using this project has realized one kind of government SMS platform; comparing with our grass-roots governments, its practice background has representative and important application value;(3)Aims at representative question which discovered in the implementation, produces the corresponding technology solution;(4) Prospects of the further research and application.
