延边地区中等职业教育与区域经济协调发展研究

【摘要】 中等职业教育是现代教育的重要组成部分,是国家工业化和生产社会化、现代化的重要支柱,是教育事业中与经济社会发展联系最直接、最密切的部分,是更加直接地服务于经济建设的一种教育方式。中等职业教育是九年义务教育基础上培养高素质劳动者和技能型人才的教育,独具地方性特点。因此,服务于地方区域经济发展,中等职业教育的作用更是其他任何教育包括基础教育都不可取代的。延边地区目前正面临着“十一五”重要时期,是延边州全面建设小康社会的关键时期,要实现州委确定的以科学发展观为统领,实施“以新型工业化为核心,以项目建设为突破口”的经济发展战略,促进延边地区的经济与社会发展,势必给延边地区中等职业教育带来前所未有的发展机遇。但是在受高校扩招引发的普通高中热、就业市场人才高消费、经济发展水平低对人才吸纳能力不强以及社会上轻视中等职业教育的观念等因素的影响下,在延边地区教育事业中处于薄弱环节的中等职业教育遇到了更加严峻的挑战。本文以教育学、教育经济学、职业教育学的视角,采用文献法、历史法、问卷调查、访谈等研究方法,回顾建国以后不同经济体制下的延边地区中等职业教育的发展历程以及总结其经验,探讨了延边地区中等职业教育与区域经济协调发展状况,阐述了延边区域经济发展需要中等职业人才的重要性,研究结果表明延边地区中等职业教育与区域经济发展相脱节,存在以下问题。生源不足,招生困难;经费投入不足,缺少实验设备及实验场地;师资力量薄弱,缺乏“双师型”教师;专业设置不合理,新兴专业设置艰难;职业学校培养目标不能满足区域经济发展的需要等问题。总的来说,延边地区中等职业教育没有真正形成区域化发展,不能较好地与区域经济协调发展。对此,文章提出以下与区域经济协调发展的延边地区中等职业教育的发展对策及建议。转变观念,创新体制;根据区域经济发展和市场需求,科学合理设置专业;探索多种办学层次;经科教结合,开展定单教育;以质量为核心,设置特色专业;创建过硬的师资队伍;加强“双证”沟通。

【Abstract】 The middle level vocational education is one of the most importantpart of modern education. Meanwhile, it is a significant support ofnational industrialization and the development of productivity and themodernization of the nation. Among the whole education industry, it hasthe most direct and closest relationship with the development of thesociety and economy, and it is an educational channel that services thenational economy development straighter. Based on the compulsoryeducation, it is a higher level education to develop skilled workers andtechnical experts, which has special characters of nationalities.Especially for the improvement of territorial economy, the middle levelvocational education shows its uninsteadable function obviously.Now, Yanbian area is experiencing the key period of the15th-5-year-plan, which is the most important period for constructing themiddle-class family society. Led by the view of science developing, toenforce the base of the new industry, to start by the item constructing,enhancing the economy-developing and society-developing, which mustprovide the unprecedented chance for the occupation education. Butaffected by recruiting students of colleges to enlarge the senior highschool, by the market needing high school ages and lower level ofeconomy’s not holding so many talents, and affected by the traditionalthought of neglecting the vocation education, the vocation education mustface the more serous challenges, which will make it worse and worse.In this article, on the base of education theory, educationaleconomics and professional education theory it applied the researchmethods including literature law, historical law, questionnaire surveyand interview survey, reviewed and concluded development history of themiddle level vocational education in Yanbian area, deeply discussed theinter relationship and coordinational situation bewteen the area’s middlelevel vocational education and its economy development, explained the keyrole the middle level vocational professional played in the area’seconomy and social development. The result of the survey showed there are several problems are existing in Yanbian area’s middle level vocationaleducation. These includes: insufficient resources of new students, thedifficult of new student recruitment, the insufficient educationalcapital investment, short of experiment labs and fields, the weak teacherforces ability and educational capital, deficient in "doule teachingmodel" teachers, the set up of the subjects were unreasonable, thedifficulty in new subject implementation and the graduetes of thevocational school can not meet the requirements of the area’s economicdevelopment. generally speaking, the middle level vocational educationin Yanbian area has not really set into a territorial developing formation,cac not coordinate well with territorial economy development. In the end,this article suggests several advices and strategies regarding theimprovement of Yanbian Area’s middle level vocational education thatrelated and coornidated closely with the area’s economy development.Such as: to transfer the concept to set up the new system. according theneed of the district economy and the market, to arrange scientificspecialties. Try to enforce several ways of running schools. Confine thescience, economy and education, to train the persons under the needingof the firm. Based on the high quality, to arrange the characteristicspecialty. To train the higher teachers. To make the students get twoharmonious certificates.
