【摘要】 《地方政府公共服务能力建设研究》一文是对转型时期中国地方政府公共服务能力建设的初步探讨。随着经济和社会发展，在我国，对于任何一个地方政府来说，在以社会管理、公共服务为主要职能的条件下，政府公共服务能力的提升对于地方经济和社会的发展，意义深远。文章从地方政府公共服务能力建设的社会生态环境的宏观大背景下，对中国地方政府公共服务能力建设进行了一番归纳和梳理。具体运用行政生态学的分析方法，对地方政府公共服务能力建设所处环境进行了分析，从而得出了建设服务型政府，促进地方政府公共服务能力建设的结论。地方政府公共服务能力的建设既存在于客观的社会环境之内，也存在于主体的内在需求之中。概括起来，地方政府公共服务能力建设的动因归结为外部动因、内部动因和主体动因三类。同时，从实践的角度探讨了我国现在地方政府公共服务能力建设的现状，分别从我国地方政府现有的公共服务能力建设所取得的成就以及存在的困境进行解读。文章相应地从四个方面论述了当前我国地方政府公共服务能力建设的现实路径。理念创新、制度创新、体制改革、机制创新的配套推进，将全力推进地方政府公共服务能力的建设，促进“经济建设型”政府向“服务型”政府的转变。更多还原

【Abstract】 The text of Public Service Capacity building of the LocalAuthority discusses the building of public service capacity of the localauthority in rotation period. With economic and social development,in our country, as for any local government, under the condition oftaking social management, public service function as main function,government service capacity development being advanced to localeconomy and society, significance are far-reaching.Under a big society ecological environment, public servicecapacity building of Chinese local government is summed up. Withanalysis method of the wielding administration ecology’s concretely,the environment of the local government constructing public servicecapacity has been analysed, the chapters have reached construction of"service" government, and the conclusion boosting the localgovernment constructing public service capacity. The reason of publicservice capacity building of China local authority not only exists inthe objective social environment, but also exists in the intrinsicdemand of the subject. In a word, the reason of public service capacitybuilding of the local authority can sum up as exterior reason, internalreason and subjective reason. At the same time, the text has discussedthe situation of public service capacity building in our localgovernment, and explains the accomplishment got by construction aswell as the difficulty. It also has discussed current routes of liftingpublic service capacity in our local government from four aspects.Idea innovation, institutional innovation, institutional reform, andmechanism innovation will push forward public service capacitybuilding in our local government, the construction will boost the"economic development" government to "service" government.更多还原
