论长株潭区域经济一体化进程中的领导沟通

【摘要】 领导沟通作为政府管理以及政府领导活动的重要部分，其沟通效率的高低与沟通质量的好坏都会对经济社会的发展产生极大的影响。本文结合湖南省长株潭区域经济一体化进程中领导沟通的实例，在阐述一般领导沟通理论、沟通途径及其影响因素的基础上，先论述了领导沟通在区域经济一体化中的作用，并对国内外主要区域经济一体化模式中领导沟通的现状进行了述评；继而从分析长株潭区域经济一体化进程中领导沟通的现状入手，对三市领导沟通中的特点和不足及成因进行了论述，认为其特点是有湖南省委和省政府自上而下的推动力、有长株潭城市群区域规划的统一协调、有凸显党委主要领导直接参加沟通等沟通机制上的创新，存在的不足是沟通理念的差异、区域规划法规和统一市场竞争法规的缺失、现有领导干部绩效评价体系的障碍、沟通机制中辅助机制和落实机制的欠缺等；最后试图从行政管理学的角度出发，探讨性地提出协同提升沟通理念、改进绩效评价体系、推进法律法规建设、积极完善沟通机制、加强领导沟通中的党委推动等五项措施，以求努力解决长株潭区域经济一体化进程中三市领导之间实现有效沟通的问题。更多还原

【Abstract】 Leaders’ communication is an important part of governmental administration and governmental official activities. The efficiency and the quality of the leaders’ communication have great influence on economic social development. The author of this thesis takes the communication ofthe government leaders in Hunan Province------Changsha, Zhuzhou andXiangtan as a practical case in the regional economic unity. As a start the paper states the general theory of the leader’s communication, the ways in the communication and their influential factors. With these as the basis, it precedes the function of the leader’s communication in the regional economic unity and then makes some comments on the present situations of the official communication in the process of the major regional economic unity at home and abroad. It goes further into the research and the analysis on the present situation of the leader’s communication of the three cities in the process of the regional economic unity, making an analytical research on the characteristics, the deficiencies and their causes in the official communication of the three cities. I think the characteristics lie in : the up-down push forward coming from Hunan provincial Party committee and government, the united coordination of the regional plan in the three cities, the emerging direct communication of the main officials of the Party committee and the creativity in the communication system and the deficiencies include: the difference in the understanding of the communication theory, the shortage of the regional planning regulations and the united market competitive act, the barrier in the evaluation system to deal with the present leading personnel achievements and the lack of the aid system in the communication and workable system. At the last part of the paper, the author tries from the angle of the administrative management to probe into five measures: to promote the understanding of the communicative theory in coordination with the leaders, to improve the evaluation system for the personnel achievements, to promote the construction of laws and regulations, to perfect the communication system actively, and to reinforce the push forward of the party committee in the leading officials. In doing this, the author strives to solve the problems in achieving the effective communication among the leading officials of the three cities in the process of the regional economic unity.更多还原
