企业专业技术人员继续教育中政府作用研究

【摘要】 企业专业技术人员继续教育由于知识、技术的产生和溢出，使得继续教育成果具有正外部性或准公共品性质，存在“市场失灵”。政府对企业专业技术人员继续教育的支持是一种非市场力量，亦是发挥政府作用的焦点。我国政府在企业专业技术人员继续教育中的作用发挥，主要以市场失灵理论、人力资本理论以及准公共物品理论为依据。当前国外企业专业技术人员继续教育中政府主要从宏观政策制定、公共财政支持、重视失业人员培训、完善教育体系等方面发挥了作用。而我国政府在这方面则存在政策引导不到位、管理体制不规范、激励机制不健全、财税支持不够等问题，导致多元化投入机制未形成以及继续教育实效性不够等，乃至影响了企业员工素质的提高与企业核心竞争力的提升。文章创新地从认识缺位、制度制约、功利化倾向、经济制约和管理错位等五个方面对我国政府在企业专业技术人员继续教育中作用的不足进行了思考，为进一步发展我国企业专业技术人员继续教育问题进行了认真的研究，提出了我国政府在其中应该如何发挥作用的对策措施。企业专业技术人员继续教育中政府作用的发挥是一个持续发展的演变过程。要使其朝着人们预期的方向发展，政府必须从加强宣传、建立和完善法律法规、加大财税投入与资金筹措、机制创新以及深化改革等方面进行有效的作用发挥。政府在湖南泰格林纸集团有限责任公司专业技术人员继续教育中通过支持引进国外先进技术与智力和构建育才平台等形式，大力促进了企业研发创新能力的提升，进一步对政府参与企业专业技术人员继续教育进行了有力论证。更多还原

【Abstract】 The continuing education of specialized technical personnel in enterpriseenables the continuing education achievement to have the exterior nature orthe public nature and exist "the market failure" because of knowledge andtechnical production or overflow. The government to support of thecontinuing education of specialized technical personnel in enterprise is onekind of non-market force, so it plays the focal role.Our country function in the enterprise continuing education of specializedtechnical personnel mainly take the market failure theory, the human capitaltheory as well as the public goods theory as the basis. In the current foreigngovemment of enterprise specialized technical personnel continuing education hasplayed the role mainly from formulating the macroscopic policy, supportingthe public financial, training the unemployed person, completingthe education system and so on. But our country has the policy guidance notto arrive, the management system not standard, the drive mechanismnot perfectly, the finance and taxation support insufficient, it causesthe multiplex investment mechanism not to form as well as the continuingeducation effect insufficient and so on, and even has affected the enterprisestaff quality enhancement and the enterprise core competitive abilitypromotion. The article has carried on the ponder to our country governmentfrom five aspects including the understanding vacancy, the systemrestriction, the utility tendency, the economical restriction and themanagement dislocation and so on, it conducts the earnest researchto further develop the continuing education of specializedtechnical personnel in enterprise, and proposes the measure how ourcountry should play the role in.The government function in the enterprise specialized technicalpersonnel continuing education is the success-ional process. In order tomake it towards people’s anticipated direction, the government muststrengthen the propaganda, establish and complete the laws andregulations, enlarge the finance investment and the fund raises, innovatethe mechanism as well as deepen reform. The government vigorouslyconstructs the enterprise research promotion through introducing overseas advanced technology、intelligence and forming talent platform in theHunan Grimm paper company, it further carry on the powerful proof tothe government participating the continuing education of specializedtechnical personnel in enterprise.更多还原
