论我国档案鉴定思想的辩证发展

【摘要】 我国的档案鉴定思想蕴含于档案鉴定实践。在我国档案工作漫长的发展历程中所出现的有关档案鉴定的定义、原则、鉴定标准、制度及组织等问题，是档案鉴定实践进步的标志，是档案鉴定理论创新的基本方面，也是档案鉴定思想的构成基础。这些问题，在实践中关系到档案的存毁、馆藏的优化以及档案价值的实现，对档案工作的效益也有极其重要的影响：在理论研究中，它始终是档案学的核心理论问题。本文以历史唯物主义为指导，从鉴定实践与鉴定理论的辩证关系出发，把我国档案鉴定思想的研究放在我国档案工作发展演变的历史进程中加以考察。即从档案实践的发展史中解释鉴定思想的进步，又从鉴定思想的变化反观档案工作的巨大变革，关注对我国档案鉴定实践和理论有重大意义的问题。本文采用分阶段研究的方式，将封建社会时期档案工作中蕴含的档案鉴定思想作为背景，然后分别对民国时期、新中国成立——二十世纪七十年代末以及八十年代之后三个阶段的档案鉴定思想进行研究。在各阶段的论述中，又分别从理论和实践发展两个层面进行具体分析和总结。理论层面主要是从各个历史时期档案学著作中归纳分析出该阶段的档案鉴定理论原则和基本思想；实践层面则侧重于该时期的具体档案鉴定工作的法律、法规、原始条文、保管期限表及鉴定方法等等。在归纳的基础上，客观认识每个时期档案鉴定实践与理论的辩证关系，并对其中所蕴含的鉴定思想进行分析和评价，以期对我国档案鉴定理论的发展，档案鉴定工作战略的实施提供有益的参考和借鉴。更多还原

【Abstract】 The practice of archives appraisal contains the thoughts of archives appraisal. Inthe long developing process, the issues, about archives appraisal definition、principle、standard、institution and organization, appear in the archives work. They are the markof appraisal practice development, the basic aspect of new appraisal theory, and theform foundation of appraisal thoughts. In practice, these issues impact the quantityand quality of archives. They also have effect on archives value achievement, and thebenefits of archives work. In theory research, these issues are the core questions ofarchives theory all along.The paper uses historical materialism as guiding ideology. It starts from thedialectical relationship between appraisal theory and practice. In order to study, it putsthe research about appraisal thoughts into the developing process of archives work. Ituses the developing history of appraisal practice to explain the development ofappraisal thoughts. Observing the tremendous changes of archives work bases onappraisal thoughts’ changes as well. So as to concentrate on the problems whichhave important significance on appraisal theory and practice.The research of this paper bases on different periods of China. It uses theappraisal thought which is shown in the feudal society’s archives work forbackground. Then researching the appraisal thoughts of three periods respectively, thethree periods are the Republic of China(about 1912-1949)、the People’s Republic ofChina founded to the end of 1970s(about 1949-1979)、after 1980s(about 1980-).In thediscussion of these periods, we do concrete conclusion from theory field and practicefield separately. In theory field, we mainly sum up the theoretical principle and basicthoughts about archives appraisal. The data is from the archives writings of differentperiods. And in practice field, we pay attention on specific laws and regulations、original clauses、the list of archives appraisal and appraisal methods, etc. They alsoappear in different periods. Basing on the work above all, first we should form objective recognition about the dialectical relationship between appraisal theory andpractice of each period, then analysis and evaluate the appraisal thoughts contain inthem, in hope that they can provide useful references for the development of archivesappraisal theory and the strategy of archives appraisal practice.更多还原
