【摘要】 工程管理水平的高低与建设管理模式的选择密切相关。实践表明，同一项目采用不同的管理模式，其技术经济效果是不一样的，特别是水利工程项目，往往投资大、工期长、风险高、不确定因素多，不同的管理模式对工程建设水平的影响尤为突出。本文分析了鄱阳湖治理工程管理模式的沿革及其特点，旨在寻找或设计出一种科学、高效、合适的建设管理模式及模式下的责任体系，提出了设计的总体思路，工程所有者的权力与所有者代理人的权力分开，要按照市场经济中公共产品的管理理念管理工程，确定一个明确的业主，建立科学规范的运行机制，实施专业化的管理，并附有相配套的问责制度。要实现高效的管理，管理必须规范化。规范化管理就是要按照现行的法律法规、建设项目管理的客观规律，对工程招标、建设监理、工程承包、质量监督和工程验收等方面实行科学化、标准化、程序化的管理。本文结合鄱阳湖治理工程的实际情况来设计模式及其责任体系、进行规范化的管理，旨在通过以上措施来促进鄱阳湖治理工程建设项目法人责任制的落实和监督机制的完善，提高鄱阳湖治理工程项目管理的水平。更多还原

【Abstract】 Project management level has a close correlation with the construction management mode. The practice indicated that, the project with different management mode can achieve different economic effect, especially the Hydraulic Engineering project, with huge investment、limit project duration、high risk and many uncertainty, different management mode have outstanding influence to the level of the project.This article has analyzed evolution and the characteristic of the management mode of Poyang Lake governance project, for the purpose of seeking or designing a scientific, highly effective, proper management mode and the responsibility system under the mode, proposed the train of the design, to separate the project owner’s authority and the owner agent’s authority ,and to manage the project with the idea of the public product in the market economy, determined an explicit owner, established the scientific standard the operational mechanism, and to implement the specialization management, attached with the necessary responsible system.To achieve the efficient management, the process of management should be normalized. The normalized management is that follows the present legal laws and regulations、the objective law of construction management, and to implement the scientific, standardized and sequenced management on project tender, construction superintendent, project contract, quality monitor and acceptance of work and so on.This article designed the mode and its responsibility system on the base of the practical situation of the Poyang Lake governance project, carried out the normalized management, on the purpose of promoting the Poyang Lake governance project legal person responsibility system workable and the surveillance mechanism completable through the above measures, enhances the Poyang Lake governance project management level.更多还原
