高校教学督导现状及其队伍建设研究

【摘要】 随着教育教学改革的深入,国家对本科教学质量提出了更高的要求,国内众多高校纷纷参照基础教育的教育督导制度,在高校内开展了教学督导工作。经过十几年的发展,教学督导已成为许多高校教学质量评价与监控的重要手段之一,在保证高校教学质量、促进师资队伍的建设、推动高校的教风和学风建设等方面起到重要的作用。但是,由于人们对教学督导的认识、定位、职能的界定等方面还存在着差异,目前我国高校的教学督导还存在着体制不够健全、内容过于狭窄、方式尚过简单、对督导结果的处理和利用还不是很科学等问题。督导队伍在年龄结构、专业结构、职业结构等方面也存在着诸多不甚合理的现象。加强高校教学督导队伍建设,建立一支适应新世纪高校教学督导需要的高素质教学督导队伍,以确保督导工作的实效,是摆在我们面前的一项十分重要而紧迫的任务。本文正是在对上述问题进行了认真研究和分析后,提出在教学督导队伍建设中,要坚持科学的理论指导,树立以人为本的督导理念,增强时代的督导意识,实行高校教学督导工作机制创新,优化高校教学督导队伍结构,提高教学督导队伍的综合素质,确保教学督导队伍的工作条件,以保证教学督导工作的权威性和超脱性。

【Abstract】 Educational supervision system had a long history in our country. The implementation of this system can ensure the quality of our base education. Now, many colleges and universities develop the teaching supervision and make it become a very important method for teaching quality appraise and supervise. However, this work has very short history and also has many limitations, especially in the aspect of the construction of the inspectors group. Reinforcing the construction of the inspectors group is the need of the higher educational development, the need of the teaching manage, the need of the teaching criterion, the need of the affiliation of leader and teacher and the need of help correct decision. Consequently, establish a higher stuff group is an important task. We must insist on the direction of development theory, set up a new ideal of teaching supervision, prompt the innovation of work system, provide the right condition. Only doing all these work step by step can we establish and maintains the authority of teaching supervision.
