水文水资源监测数据管理平台研究与应用

【摘要】 水文水资源监测数据是。21世纪我国重要的水利基础信息资源和战略资源之一,科学管理和应用有利于政府宏观决策和科学研究、有利于加快国民经济建设与发展和水文水利信息化的进程。但长期以来缺乏对水文水资源监测工作的信息化研究,水文水资源监测数据管理现代化水平低下,信息管理研究落后于其需求的不断增长。本文借鉴目前国际上流行的产品数据管理PDM(Product DataManagement)平台化软件系统的研究与应用,对水文水资源监测数据管理平台软件系统的开发与应用进行了研究。水文水资源监测数据管理平台是基于太湖流域管理局水文水资源监测局水文水资源监测工作中对水文水资源监测数据的采集、管理和应用进行研究开发的,主要应用了.net、Oracle9i、XML技术、Web Services技术等较为先进的计算机技术和计算机网络技术,并根据实际工作需求,采用GIS技术和无线应用技术实时对水文水资源现场监测数据进行管理;数据应用服务系统以数据库为核心,开发空间数据库和水文水资源监测数据库,为系统用户提供查询统计、分析评价等应用功能,并通过WebGIS平台实现水文水资源监测多维电子地图功能,实现远程访问和管理;安全控制体系主要由网络安全体系、应用安全体系和数据安全体系等组成,也提供良好的容错和备份功能,确保系统和应用过程中的安全、稳定、可靠。

【Abstract】 The monitoring data of hydrology and water resources is one of the most important water conservancy basic information and strategic resources in the 21st century in our country. It is conducive to the macro-decision of government, the national economy of development and the information advancement of hydrology and water conservancy by scientific managing and applying these data. Because of the deficient research in hydrology and water resources information work, the level of monitoring data management is very low for long. The research on information management is also behind the increasing of demand. This paper studies the development and use of the hydrology and water resources data management platform software system by draw on the experiences of international in using the PDM platform software system.The development and use of data management platform is basing on the acquisition, management and applying of the monitoring data of hydrology and water resources. It’s using the advanced computer and network technology such as . net, 0racle9i, XML technology, Web Services and so on. According to the demand of practical work, it manages the real time monitoring data by establishing spatial database and use GIS and wireless technologies. The database is the center of the data application service system. It provides the functions of inquiry, statistics, analysis and appraisal for users by developing the spatial database and monitoring data of hydrology and water resources database. It carries out the long-distance access and management by using WebGIS platform into the multi-dimensional electronic map of hydrology and water resources. The safety control system is mainly composed of the network security system, the application security system and the data security system and so on. It provides the good function of fault-tolerant and backup and guarantees the system safe, stable and reliable in application.
