【摘要】 为了提高工程建设水平和工程项目投资的经济效益，适应市场经济和着眼于与国际惯例接轨而引入的新的建设管理制度，工程建设招投标已经取得了显著的经济效益和社会效益，并以其在工程建设中所取得的突出成效和发挥的巨大作用而得到了充分的肯定。随着社会主义市场经济的进一步发展，其中的许多实际问题也逐渐地暴露出来。本文介绍了国际工程招标投标的通行做法及规则，研究了我国建设工程招标投标体制产生、发展及其运行机制和特征。通过对国内外建设工程招标投标的发展及现状以及对国际建设工程招标投标的通行做法对比的和分析，指出了我国建设工程招标投标领域存在的主要问题。针对这些方面的问题，本文从改革现行建设工程价格制度，实行工程量清单报价方面进行了探讨；根据常州市建设工程招标投标市场的现状，提出相应的发展设想及建筑市场招标投标运行体系的构思，并对常州市建设工程招投标市场进行分析，提出合理化的建议。最后给出了本文的主要结论和展望。更多还原

【Abstract】 As new construction management systems for increasing construction level and investment benefit, being seasoned with market economy, with a view to international routine, engineering construction inviting and submitting tenders had gained remarkable economy - benefit and society benefit. They had been affirmed there with their effections. But along with development of social democracy market- economy, a lot of practical problems will be discovered gradually.The dissertation has studied our country construction project tendering system coming into being, developing, and its function mechanism and characteristic. After having analyzed int-ernational construction project tendering modus operandi, the text points out the mainly aspects we should make great efforts on: One is to improve the management system of construction project trading markets; the second is to reform our construction project pricing mode system. In the end, the primary conclusion and prospect are given. According to the present status of Changzhou construction biding market, the corresponding development plan and the concept of the biding working system is provided. And the analysis and the proper suggetions of Changhzou construction biding market are presented.更多还原
