【摘要】 政府投资是国家宏观经济调控的必要手段，在社会投资和资源配置中起着重要的宏观导向作用，它可以弥补市场失灵，协调全社会的重大投资比例关系，进而推动经济发展和结构优化，对社会具有主导作用和乘数效应。本文针对政府投资项目管理模式进行研究，寻求最优管理模式。本文通过对我国政府投资项目管理现状的分析，探讨管理模式中存在问题，并结合我国政府现行的管理体制，深刻分析其产生的原因。通过政府投资项目管理体制和机制的研究，创新管理模式新思路，加快推进政府投资项目市场化管理，实施政府投资项目的决策、建设、使用和监督管理的改革，创造科学决策、公平竞争、高效实施、合理有效的政府投资项目的管理模式，着力解决政府投资项目管理中的约束监督机制和投资效益低下问题。将政府投资项目按照资金来源与项目性质的组合分为三类：纯经营性政府投资项目、准经营性政府投资项目和非经营性政府投资项目，针对项目类型研究管理模式的最优化性。同时将理论与实际相结合，运用项目投资管理理论对现代实际政府投资项目进行分析论证。更多还原

【Abstract】 Government investment, as an indispensable means of the national economical macro-control, plays a directive role in the social investment and the allocation of resources. It compensates for the disorder of the market and coordinates the proportions of major investments of the whole society so as to push the economic development and to optimize its structure. Therefore, government investment plays the prominent role in society and has multiple effects. This thesis aims to seek an optimum management model through the research of that of the government-invested projects.The paper explores the problems with the management models through an analysis of the status quo of the government-invested projects and analyzes the cause in the light of the existent management system of our country. The management system and mechanism of the government-invested projects are carefully studied in order to produce an innovative way of thinking, accelerate the enforcement of the market-oriented management principle, implement the reforms in the decision, construction, utilization, and supervision of those projects, create a new model of rational decision, fair competition and high efficiency, and solve the problem of incomplete supervision mechanism and inefficient investment results. The government-invested projects will be classified into three categories according to the source of finance and the nature of the projects: purely profitable, quasi-profitable, and non-profitable government-invested projects, so that the optimal model of each kind of project can be sought out. Meanwhile, combining theory with practice, the thesis analyzes and illuminates the ongoing government-invested projects in the light of engineering investment and administration theory.更多还原
