【摘要】 党的十六大报告中提出要“支持东北地区等老工业基地加快调整和改造,支持以资源开采为主的城市和地区发展接续产业”。这是中央首次提出的重大战略部署。发展东北老工业基地,具有重大的经济意义和政治意义。在新世纪新一轮的经济发展中,要达到发展东北老工业基地的目的,使其成为未来中国经济的重要支撑点和增长点,就要从区域经济战略高度研究振兴之计,以新思路、新体制、新机制、新方式走出发展之新路。本文运用区域经济理论,以吉林省的区域发展角度,重点研究了发展吉林老工业基地的战略和对策。一是回顾了吉林老工业基地历史及现状,分析了吉林省老工业基地经济相对衰退的主要原因和目前存在的困难,阐述了再次振兴的基础和条件,分析了发展吉林老工业基地的内外环境;二是对区域经济理论进行综述,回顾了我国发展过程中运用的经济理论;三是研究了国外和国内老工业基地的发展措施,从中受到启示,提出了发展吉林省老工业基地的指导思想,达到的目标,重点研究了从装备制造、绿色食品、旅游、石化产业等方面的发展战略;四是从现状出发,从机制、体制、行政管理等方面对发展吉林老工业基地提出对策。更多还原

【Abstract】 CPC made a plan about supporting the northeastern region and other old industrial bases to accelerate the restructuring and transformation, and developing the continuous and developed industries in the cities and regions basing on resources extraction in 16th CPC National Congress report. The plan is an important and strategic disposition, which was raised for the first time by the central committee. The development of old industrial bases in northeast China is of great economic and political significance. To achieve the purpose of developing the old industrial bases in northeast China, and make it become an important pillar and increasing factor of Chinese economy in future, we should study the revitalization plan from the regional economic strategy, and carry out this plan by new ideas, new systems, new mechanisms and new ways in the new century and new round of economic development.The essay applies the regional economic theories, and studies the strategy of the development of Jilin old industrial bases form regional development perspective. First, the author recalls the history and present condition of Jilin old industrial bases; analyzes the main reason for the economic relative declination and current economic difficulties; explains internal and external conditions for the development of Jilin old industrial bases. Second, summarize the regional economic theory and review the economic theory applied in the development of Chinese economy. Third, study and benefit from the measures of the old industrial bases’development home and abroad. The author raises the guiding ideology and target for the development of Jilin province, and focuses on the strategy study of equipment production, green food, tourism and petrochemical industry, etc. Fourth, draw up the development countermeasures for Jilin old industrial bases from the mechanism, structure and administration aspects.更多还原
