吉林省中小企业人力资源管理问题研究

【摘要】 中小企业在国民经济中具有十分重要的地位和作用。中小企业的健康发展不但是实现我国“十一五”规划宏伟目标的客观要求,也是保持国民经济持续快速发展和社会稳定、扩大就业、完善社会主义市场经济体制的必然要求。人力资源是企业中最重要的资源,通过人力资源管理形成企业的核心能力和竞争优势。我国中小企业的人力资源管理还处在探索和起步阶段,存在着许多严重的问题,已经成为制约中小企业健康、长远发展的瓶颈,阻碍了中小企业的前进步伐。因此,进行中小企业人力资源管理对策研究具有及其重要的现实意义。本论文题目为吉林省中小企业人力资源管理问题研究。论文概述了人力资源管理理论的内涵及相关理论,阐明了人力资源管理在企业获取竞争优势中的重要战略地位,对比借鉴了美国、日本人力资源管理的特点。分析了吉林省中小企业发展的现状及人力资源管理方面存在的问题,在此基础上,通过实证研究的方法对吉林省中小企业人力资源规划、招聘、培训、激励和绩效管理等问题进行了调查研究,分析其中存在的问题及其原因,并提出了解决这些问题的政策和对策建议。本论文的研究成果为各级政府部门制定有针对性地发展中小企业的政策和措施提供依据,为中小企业认清自身存在的问题,提高人力资源管理水平提供有效的帮助。本论文的特点是在获取大量第一手材料的基础上,采用了理论研究和实证分析相结合、定量分析和定性分析相结合的研究方法。核心部分是中小企业人力资源管理问题的实证分析及解决问题的对策。

【Abstract】 Small and medium-sized enterprises play an important role in national economy. The healthy development of small and medium-sized enterprises not only meets the requirements of China’s "11th Five-Year" Plan but also is a necessary requirement for maintaining the sustained and rapid development of national economy and social stability, expanding employment, and improving the socialist market economic system.Human resource is one of the most important resources in enterprises. Enterprises can form the core competencies and competitive advantages by human resource management. The human resource management of China’s small and medium-sized enterprises is still in the initial stage of exploration, and there are many serious problems, which have become obstacles for the healthy development of small and medium-sized enterprises, thus hindering the progress of the enterprises. Therefore, the study of countermeasures of human resource management is of practical significance.The paper is a study of human resource management of Jilin province. The paper outlines the connotation and related theory of human resource management, stresses the important strategic position for human resource management to obtain a competitive advantage. The paper also learns from the features of the human resource management of United States and Japan. The paper analyzes the current situation of small and medium-sized enterprises of Jilin province and the corresponding problems. On this basis, the paper makes an investigation on the human resource planning, employing, training, incentives and performance management by an empirical study, analyzes the problems and the cause and proposes the problem-solving measures and advice.The study result of the paper is to provide the evidence for the government departments at all levels to make policies and measures to develop small and medium-sized enterprises. And the paper also makes small and medium-sized enterprises recognize their own problems and improves the human resource management. The characteristics of the paper lie in combining the method of theoretical and empirical analysis, quantitative and qualitative analysis. The core part is the empirical analysis of human resource management of small and medium-sized enterprises and the problem-solving measures.
