【摘要】 网络舆论是政府获取信息、了解舆论、体察民意的有效渠道,而网络舆论的互动参与性也为公众提供了一个前所未有的自由讨论公共事务、参与政治的活动空间,凸显了一种广泛的民意,自然而然的影响着政府的决策。对于各级政府来说,能够科学而理性地面对网络舆论的影响力,是其执政能力的一个重要体现。2003年被称为网络舆论的“盛宴时代”,孙志刚案、刘涌案,让人们对网络舆论影响力产生了深刻的印象。在转型期中国的政治环境、整体媒介环境和文化环境因素的影响下,网络舆论影响力积极作用于政府、公民及国际舆论等层面。但网络舆论同时也是一柄“双刃剑”,情绪型潜舆论、网络舆论的失实误导、舆论主体的“群体极化”都会引起网络舆论的非理性表达。由于受到社会政治环境、传媒市场的竞争、网络媒体从业人员的价值取向、认知偏见以及国际舆论斗争等因素的影响,网络舆论影响力的作用机制目前还并不完善,在某种程度上,制约了网络舆论影响力的发挥。网络舆论影响力的优化运用是政府、网络媒体和公众共同作用的结果,需要走一段由政府主导、网络媒体自律、公民自觉参与的全民总动员之路。政府应加强对网民的思想道德引导,加强对传播媒体的有效管理,加强政府自身的引导艺术,三效合一,才能实现网络舆论的理性化交流,让强势的舆论影响力发挥积极作用。更多还原

【Abstract】 The net opinion is an effective aspect for the government to gain information, experience public feelings and understand public opinion. Mutual participation of the net opinion served as a platform for the public to freely discuss the public affairs and participate in political activities, which has been protruding a broad public opinion naturally influence the governmental decision-making. To every level of governments, being able to deal with the public opinion scientifically and rationally is an important embodiment of its governing ability.The year 2003 is called as the feast era of net opinion. People have had great impressions on the case of Sun Zhi-gang and the case of Liu Yong. During the society transformation in China, under certain political conditions, the entire media environment, and the cultural atmosphere, the influence of net opinion effects positively on the government, citizens and world opinion. What’s more, everything has its two sides, and the net opinion is no exception. It will cause unreasonable expression due to the emotional latent public opinion, fraudulent and misleading net opinion, and the main body’s group polarization effect.By far, because of the influence of social political environment, the competitive media market, the value tropism and the cognition prejudices of the network medium’s employees and the conflict of the world opinion, the function mechanism of the influence of network public opinion hasn’t been so perfect, which to some extent has restricted the exertion of the influence of the net opinion.The optimum utilization of the influence of network public opinion is a common result of the government, the network media and the netizens, which needs the general mobilization with government’s predomination, network media’s self-discipline and citizen’s consciousness of participating. The government should enhance thoughts-and-morality lead of its netizens, strengthen effective management of the media, and reinforce leading art itself. Therefore, it’s impossible to establish rational communication of the net opinion, and let strong influence of net opinion exert positive authority.更多还原
