我国与周边若干国家和地区工业用地价格的比较及实施策略

【摘要】 近年来,我国经济保持高速稳定的增长,土地资源的稀缺问题也越来越严重,加强对土地资源的集约利用已经势在必行。工业用地是我国工业生产的空间载体,对我国经济的发展有着至关重要的作用,解决工业用地供给紧缺、价格偏低和市场混乱等问题是当务之急。通过与国外先进管理经验的比较可以发现,建立工业用地监督管理机制和完善工业用地出让方式是重要手段,良好的工业区管理模式也将大大改善我国工业区的运营混乱的现状,为我国经济的发展提供更宽广的平台。本文对我国与周边若干国家和地区的工业用地价格进行了比较分析,并提出了实施策略,论文的主要内容和结论有以下几部分:(1)对中国、日本、韩国和台湾等国家和地区的工业用地供应方式进行研究,分析了影响工业用地价格的因素,通过区位论、竞争优势论和土地补偿论等相关理论,认为工业用地的价格对一个国家或地区的经济发展有巨大作用。(2)通过对日本、韩国和台湾等国家和地区工业用地的发展研究及现状分析,得知工业化和城市化进程中将会出现工业用地的大量扩张,提高工业用地的使用效率和保障工业用地的供需平衡是解决这一问题的关键。(3)比较分析了中国、日本、韩国和台湾等国家和地区的工业用地供应方式、空间区位、发展时段、供应量、国家经济指标和不同土地用途等六个方面与工业地价的关系,全面地分析了我国与周边国家和地区的差异。要有针对性地使用供应方式,不同区位采用不同价格策略,针对我国现处的发展时段制定工业地价并与国家主要经济指标相协调,调整不同用地的价格水平结构,并得出基于工业用地供应状况,我国工业用地的价格上涨幅度在2%~10%之间。(4)通过周边发达国家和地区的产业转移情况,证明工业用地的价格增长变缓并不能对我国吸引外资起决定性的作用,而通过对我国工业地价的构成并结合浙江省情况,认为工业地价并不是影响企业选址的最重要因素,增加工业用地供应、改善投资环境和加强工业区的管理更为重要。(5)为了完善工业用地的价格,建立健全的价格机制,本论文提出从完善工业用地出让方式、保障工业用地供需平衡、建立监督管理机制和转变工业区管理模式等四个方面来进行,为我国经济的发展和社会的稳定奠定扎实的基础。

【Abstract】 In recent years, our country’s economic keep on high speed and steady increasingthe lands’ scarcity become severity, reinforce intensive use of land resources is urgentThe industrial land is the special carrier of our country industrial production, isimportant for our national economic developing, solves the problems of industrialland supply, low price and jumbled market is urgent affairs. Compare with the foreignadvanced managing experience, we can see that establish supervise managemechanism and consummate purvey mode of industrial land is important measure,favorable manage pattern will reform the disordered status, offer largo chance for ourcountry’s economy. The article comparative analysis for industrial land price betweenour country and others, and put forward implementary strategies. The article maincontents and conclusions include thereinafter parts:(1) Study the industrial land supply pattern of China, Japan, Korea and Taiwan,analyze influencing factors, through the theory of zoning, competition predominanceand land compensate, believe the price of industrial land is important for one countryor area’s economy developing.(2) Through analyze of developing status and experience of industrial land in China,Japan, Korea and Taiwan, realize that the course of industrialization and urbanizationwill appear distending of industrial land, improve useful efficiency of industrial landand ensure demand-supply balance is the key to solve the problems.(3)Compared analyze the relations of the supply pattern, space, time, supply,country economy index and kinds of purpose land with industrial land price amongChina, Japan, Korea, Taiwan, roundly analyze the difference with other countries andarea, we should use supply pattern pertinence, difference areas need difference pricestrategies, contrapose the time establish land price, and consistent with primaryeconomic index, adjust price structure difference kinds lands, base on the supplycondition of industrial land, our country’s industrial land price will increase 2% to10%. (4) From the industrial transfer condition, it proved that the industrial land priceincrease rate becomes lower can’t be crucial for our country pull foreign capital,analyze the industrial land price constitute and combine Zhejiang province’s condition,thinks that the land price isn’t the most key factor, increase the industrial land supply,reform the investing circumstance and strengthen the management of industrial zonecan be better.(5) In order to consummate the price of industrial land, establish right pricemechanism, the article put forward consummate supply pattern, ensuredemand-supply balance of industrial land, establish supervise managementmechanism and change the managing mode of industrial zone, all that can offerwell-knit basic of our country economy and social stabilization.
