【摘要】 乌鲁木齐市是新疆唯一的特大城市,是一个地区社会和经济发展的中心,由于城市强大的人口凝聚力、产业集聚效应及优越的区位条件使得人口不断的流入,城市面积逐年扩大,郊区边缘耕地不断被蚕食,人类不合理的开发对生态系统造成的负面影响也作用在土地之上,导致人地矛盾日渐突出。其次由于乌鲁木齐市特殊的地形和地貌影响了土地利用的结构、方向和开发潜力。在此背景下,如何在国民经济各产业、各部门间分配有限的土地资源;如何协调土地供给与需求;如何寻求既符合乌鲁木齐市特点,又能在土地利用效率最大化的约束条件下达到最优的土地利用决策方案,是亟待解决的问题。本研究选择乌鲁木齐市为研究区域,依据土地利用结构相关理论、方法和模型,通过对土地利用结构现状、空间格局、土地利用效率以及土地利用结构变化的动态情况进行分析,找出土地利用存在的问题,特别是采用线性规划模型,确定土地资源优化配置的目标,对2010年乌鲁木齐市合理利用土地结构做出预测,对优化后的结果进行分析,最终确定发展方向,据此提出土地利用保障措施。更多还原

【Abstract】 Urumqi is the only biggest city in Xinjiang and it is center of society and the economical development,it plays an important role in north-west distract. With the fast development of Urumqi society and economy,and because of the population increasing,the industry accumulative effect and the superior position condition ,the city area expands year by year,the conflict of the population and land has become an important factor which restricts the economic development of Urumqi. Next because the special terrain and the land form have affected the land utilization structure,the direction and the development potential. Under this background,how to use the limited land resource;how to coordinates the land supplies and the demand,etc. It is an urgent problem to solve.This paper chooses Urumqi as study region,based on the land utilization structure correlation theory,the method and the model,analyses land utilization structure present situation and dynamic change,discovers the land utilization existence problem,especially a linear programming model has been established for the optimal utilization structure of land resources in Urumqi city. Meanwhile,definite land resource optimization disposition goal,forecast the trend of land use structure of land should be made out in the future which provides scientific by 2010. Finally determines the development direction,puts forward suggestions according to the above proposes the land utilization safeguard measure. The results show that after the optimal programming the land resources can produce the best economic,ecological and social benefit.更多还原
