水钢人力资源培训中的质量管理体系研究

【摘要】 水城钢铁集团公司是西南地区最大的建筑钢材生产基地,是全国500强企业。集团公司每年直接投入的培训经费在四百万元以上,全员培训率不低于90%,培训工作开展得卓有成效。但是,由于培训需求调查不深入、课程设计不到位、培训评估体系不健全等原因,部分培训项目实施后达不到预期的培训效果。结果既浪费了企业的人力、物力、财力,又浪费了员工的时间和精力,培训没有很好地体现出作为企业一种高回报投资应有的效益。职工培训是企业人力资源开发与管理的重要途径,基于全面质量管理的思想,培训质量管理应当也必然要纳入企业的质量管理体系当中。因此,搭建符合国际培训标准的培训质量管理体系,科学地实施培训需求分析,合理地评价、选择培训师资,规范培训过程,对提高培训质量及完善培训管理流程具有十分重要的意义。本文针对水钢集团现行的培训管理体制,以ISO9001质量管理标准要求建立的培训质量管理体系为基础,在体系运行及实际培训工作中,参照ISO10015国际培训标准,运用SPCD统计过程控制技术,对体系中的培训质量评估及培训过程控制进行优化,从而完善并规范培训管理流程,以提高水钢集团职工教育培训工作标准化管理水平。

【Abstract】 The ShuiCheng Steeel Group is the largest building steel production base in southwest . It’s also one of the top 500 enterprises . The group directly invests 4 million Yuan in training every year ,also the rate of the training is not less than 90% . The training work develops fruitful .But ,because of the incomplete demand investigation ,the unuseful courses and the evaluation system and so on ,after carrying out the training program, a part of them couldn’t achieve the anticipated effects that resulted in wasting the enterprise’s labors ,materials ,founds,the staff’s time and their energy ,and hadn’t got high repayment when the enterprise was investing .The staff’s training is an important channel to exploit manpower and management .Based on the view of overall quality control , we ought to bring the training within the system of the quality control . Therefore , it is significant to improve training quality and the managing procedure to build a system which conforms to the international training standards , to scientifically carry out the training demand analysis , to reasonably evaluate and train the faculty ,and to regulate the training process .The article directs at the present training management system which based on the training quality control system of the IS09001 ,in the process of carrying out ,we can optimize the training evaluation and procedure to refer to the IS010015 international training standards and to use the SPCD control technology of the statistical procedure .Thus we can consummate and regulate the traning procedure to enhance the level of the training work standardizing management .
