贵州省地矿资源开发总公司发展战略研究

【摘要】 贵州省地质矿产资源开发总公司经过了十多年的发展,近几年来取得了显著成效。在市场竞争日益加大和对外开放的环境中,发展战略的研究尤为重要。本文在对战略管理理论作简要的阐述后,针对贵州省地质矿产资源开发总公司所面临的外部环境(包括政治法律环境、经济技术文化环境、地质矿产勘查行业环境、竞争对手等到)和内部条件(公司整体素质和能力、资源、价值链和核心能力、开展的业务等)利用SWOT战略综合因素分析法进行深入分析后,明确了总公司面临的外部机遇和威胁、内部优势和劣势,在此基础上拟出了贵州省地质矿产资源开发总公司的使命与目标定位,以及基于贵州省内的增长型发展战略方案,并探讨性提出了战略方案的实施步骤与相关措施(如公司组织结构调整、人力资源开发、创新管理与核心竞争力培养、制度建设与文化建设等)、战略风险防范和控制等具体思路。对贵州省地质矿产资源开发总公司发展战略的研究,实际是对地质矿产勘查行业中的一个元素进行个案分析解剖,对地质矿产勘查行业事转企过程中地质矿产勘查单位的战略思维提供了有益的启示;同时,利用战略管理理论对地勘行业的企业改革发展中如何分析战略环境、如何分析内部条件的方法作了有益的尝试,为今后进一步深入分析地勘行业的战略提供了有益的思路。同时,对作者本人而言,从更深层次地认识到战略意识和战略思维的重要性。

【Abstract】 After more than a decade of development, Guizhou Geological and Mineral Resources Development Corporation made remarkable achievements in recent years. Growing competition in the market environment and the outside world, development strategy is particularly important.This paper gives a brief description of the strategic management theory. Meanwhile, by the approach ofSWOTanalysis a combination of factors for Guizhou Provincial Geology and Mineral Resources Development Corporation. That si : the external environment (including political and legal environment, economic and cultural environment, geology and mining exploration industry environment and competitors etc) and internal conditions (the overall quality of companies, resources, the value chain and core competencies. The business, etc. ) ,and make clear the external opportunities , threats, the internal strengths and weaknesses. On this basis, we draw up the goal of the mission of Guizhou Provincial Geology and Mineral Resources Development Company andthe growth - oriented development strategy of Guizhou province. And discuss the exploratory program and the implementation of the strategic steps related measures (such as the company’s restructuring , the development of human resources, innovative management and core competitiveness training, systems and culture, etc. ) , risk prevention and control strategies.Actually, Guizhou Provincial Geology and Mineral Resources Development Company development strategy is a geological elements analyze cases. Geological prospecting and mining industries to process the job enterprises in the strategic thinking of geology and mineral resources exploration units provide a useful inspiration. Meanwhile, strategic management of geological survey industry’s use of the theory of how the reform and development of strategic environmental analysis. How to analyze the internal conditions was an attempt, further in - depth analysis of the geological survey industry for the future strategy provides a useful way of thinking. Besides, as for the author himself, I ware of the importance of strategic thinking and of strategic conciouness in a deeper level.
