云南省某高校离退休教职工生活现状研究

【摘要】 [研究背景] 1、我国是老年人口最多的国家,目前60岁以上的老年人口已达1.43亿,占总人口的11%,已经进入了老龄化社会。老年人的生命质量越来越受到人们关注。世界卫生组织提出积极老龄化的策略,需要从健康,参与和保障三个方面来提高老年人的生命质量。2、高校面临学生迅速增长,高职称教师大量退休,新进教师数量增长缓慢且经验不足,结果导致师生比问题越来越突出,和教学质量的下滑。探索如何发挥离退休教职工的作用提高教学质量具有重要的现实意义。[研究目的]本研究主要从云南省高校的实际情况出发,描述和分析云南省高校离退休教职工的生活现状和社会参与情况,并对其影响因素进行探析。为提高高校离退休教职工生活质量和发挥这一宝贵资源的作用提供参考。[研究方法]采用案例调查,定量与定性相结合,以定量为主的方法。[研究结果]离退休教职工生理状况与情结和精神状况较好,完全可以适应重返教学工作岗位的需要。经济收入主要以退休金为主,社会参与获得的收入也是其获取收入的一种来源。多数的离退休教职工正在从事或曾经从事过社会参与。社会参与主要以发挥余热为主,有少数以获取一定收入为主要动机。现在就业的途径和方式有待规范。[对策与建议] 1、关注离退休教职工健康,加强医疗服务和对空巢老人的照料,为他们创造良好的人际交往环境。2、落实老年保障,完善管理体制和高校社区卫生服务,加强对贫困离退休教职工的生活扶助。3、提供社会参与支持,推行弹性离退休制度和返聘制度,建立高校离退休职工人力资源再利用的供需平台,拓宽高校离退休职工人力资源再利用的渠道,采取多种措施稳步促进离退休教职工的收入增长,以利于提高他们的生活质量。
【Abstract】 [Background] 1.The pertinent data demonstrated that China has the biggest population of old people in the world. At present the number of above 60 year old people of old age population has reached 143,000 thousand, making up of the eleven percent of its total population. The quality of life of the old people has been concerned for many years. WHO advocated active ageing, call for take care of the QOL of old people from health, participate in social life and guarantee.2.the stuff of student in the university. But university teachers do not increase in parallel space of undergraduate students, as a result, the problem about the ratio of teachers to students has become more and more serious. Meanwhile a large number of retirement teachers leave unused, so it is practically significant to how to bring the senior teacher’s role into full play.[Objectives] The main objective is to study the present lives of retirement teaching staff of yunnan university, descriptive the state of health and the condition of participation in social work and the wish demand. So as to provide the decision making for making contributions to bring the retirement teaching staff’s role into full play, and to keep on improving the medicine quality of teaching.[Methods] Adopting case surveys of quantization and qualification, mainly of quantization method.[Results] The condition of physiology and the energy of the retirement teaching staff is better. Definitely they may meet the need of adapting returns to the teaching post. The retirement pension is the mainly income and the income obtained from the re-employment is one of the resources of all earnings. The most retirement teaching staff are being engaged in or have been engaged in there-employment. Re-employment mainly displays afterheat The minority gain certain income as the main motive. But at present, the way to employment should be modified.[recommendation and advice] 1.Take care of the health of retirement teachers; enforce medical service and care of empty-nest, try to make up a good environment of intervene of people. 2.carry out old people guarantee, consummate the management system and the community health service of university; enforce life service of poverty retirement teacher. 3.provide help of participation of social works, push new retirement system and re-word system, Taking many measures to promote the retirement teaching staff’s income in steady steps, expand the channel of the use of manpower, promote the income increase more quickly, it will be benefit to their QOL.
