河南省中小学体育卫生工作现状调查与对策研究

【摘要】 《中共中央关于教育体制改革的决定》中明确提出,教育体制改革的根本目的是要提高劳动者的素质。学校体育卫生是素质教育的重要内容。作为祖国未来和希望的中小学生,其综合素质的高低是提高我国人口素质的基础。中小学校不仅是青少年获得知识的场所,也是他们健康成长的场所。学校体育卫生工作开展的如何?将直接影响未来“高素质、复合型人才”的形成和健康成长。学校体育卫生是全面贯彻党的教育方针的重要组成部分,它体现了国家对中小学生全面发展的目标要求。十一五”期间乃至其后的十年,是我国社会发展、经济改革的关键时期,也是我国基础教育由“应试教育”向“素质教育”转轨的关键时期。做好这一时期的学校体育卫生工作,对于顺利实施素质教育,为二十一世纪我国社会发展和经济建设提供高素质的人力资源具有十分重要的意义。本文采用文献资料法、问卷调查法、专家访谈法、数理统计法、逻辑分析法等研究方法,通过对河南省18个省辖市所属县(区)和5个扩权县辖属的39233所中小学进行分层抽样,选取5158所中小学(296所高中、1560所初中、3302所小学)作为研究对象。通过问卷调查,在获取第一手研究资料的基础上,全面地描述了河南省中小学体育卫生的现状。调查结果表明,河南省中小学现有体育师资和卫生技术人员数量难以满足需要,体育开课率低于全国平均水平,落实学生每天锻炼一小时不尽人意,体育场(馆)面积达标比例有下降趋势,存在生均运动场面积和体育经费不足的情况。另外,河南省大部分中小学没有设置卫生室,现有卫生技术人员职称、学历偏低,目前尚未配备专职的健康教育教师,健康教育开课力度欠缺。通过对河南省中小学体育卫生现状全面、系统的分析,针对现存问题,以科学的发展观,提出了促进河南省中小学体育卫生发展的若干对策:更新学校体育卫生教育观念,树立“健康第一”的指导思想;加强督导评估,依法治教;健全管理体系,建立严格的管理制度和有效的运行机制;拓宽资金投入渠道,逐步有计划、分层次、有重点的改善体育卫生基础设施;提高开课率,加强“两操一课”,确保每天一小时体育活动时间;加快解决体育卫生师资队伍现存问题,构建高素质的体育卫生师资队伍;明确健康教育课的设置,加快修订评价指标体系的步伐。

【Abstract】 Pointed by the CPC Central Committee on the reform of the education system’s decision, reform of the education system’s fundamental purpose is to improve the quality of workers. School Sports is an important part of education. As the students for China’s future, their overall quality is the infrastructure to enhance the level of China’s population quality. Primary and secondary schools are not only the access for the young people to get knowledge, but also the right places for their healthy. How the schools sports develops, will directly affect the formation of the "high-quality and versatile" talent in future. School Sports and Health is a comprehensive implementation of the party’s education policy and an important component that reflects all-round demand of primary and secondary school students’ develop. The 11th Five-Year Plan period and the subsequent 10 years, is the critical period for China’s social development and economic reform. Also, it is a critical period of transition from the "examination-oriented education" to "quality education". Do a good job in this period is significant for the smooth implementation of quality education, social development and economic construction.Based on documentation, questionnaire surveys, expert interviews, statistics and logic analysis and other methods, the author stratified sampled from 18 cities, and counties (districts), 5 to expand the county handles 39,233 schools in Henan Province, and selected 5,158 primary and secondary schools (296 high schools, 1,560 junior high, 3302 primary) as the object of study. Based on the first-hand data through the survey, the author made a comprehensive description of the Physical health status of Henan.The results show that the number of the existing PE teachers and health professionals in primary and secondary schools in Henan is still below the national average. The implement to exercise one hour a day is unsatisfactory. Stadium area ratio standards showed a trend of downward, and there is a shortfall in sports funding. In addition, most schools are lack of health departments, especially the educated full-time health education teachers.By the comprehensive and systematic analysis of the existing problems, with a scientific concept of development, a number of measures were pointed to the promotion of sports and health development in primary and secondary schools in Henan. Updating the concepts, establish the "health first" ideology, strengthen the supervisory assessments, manage the teaching, establish a strict management system and effective operational mechanism, expand investment channels, and gradually plan the improvement of sports health infrastructure, strengthening the "two lessons a parade," and ensure the daily one-hour sports. Moreover, to solve the existing problems of teacher teams, Construction of high-quality sports health faculty, clear health education class configuration, and speed up amendments to the evaluation index system are also needed.
