【摘要】 所谓城市竞争力，就是指一个城市在竞争和发展过程中，与其他城市相比较所具有的吸引、争夺、拥有、控制和转化资源，争夺、占领和控制市场，以创造价值，为其居民提供福利的能力。本文首先系统总结了迄今为止哈尔滨城市竞争力发展的现状，并以大量统计数据为基础，客观分析、科学概括出哈尔滨城市竞争力发展过程中在资本竞争力、社会软环境、产业结构、城市设施力、环境、交通、文化和人才方面存在的问题，从多方面入手科学客观的分析产生问题的原因。为了解决我市在城市竞争力发展进程中所存在的问题，促进我市城市竞争力的发展，本文结合哈尔滨市实际情况提出一些具体措施，一是改善资本力提升哈尔滨城市竞争力，二是改善科技力、大力发展高新技术企业提升哈尔滨城市竞争力，三是改善基础设施建设与环境力，四是加强文化要素建设提升哈尔滨城市竞争力，五是打造主导产业、培育产业竞争力，六是转变政府职能、培育城市发展软环境，七是注重人力资本、树立以人为本的城市经营理念，八是扩大城市发展空间、开发松北新城区。更多还原

【Abstract】 So-called city competition ability, is the attraction、fighting、owness、control and conversion resources of a city in the development process compared with other city、fighting、capture and control market, create the worth, provide the welfare for its residents. This text first sum up the present condition of competition ability in Harbin and based on a great deal of data, objective analysis、scientific generalized the problems on capital competition ability, social soft environment, industrial structure, city facilities, environment, transportation, culture and talented person in the development process of Harbin, analyze the reasons in varies ways objectively. In order to solve the problems in the development process of Harbin, promote our city’s development on competition ability, the text put forward some concrete measure combines actual circumstance in Harbin, one is improving the capital dint to promote city competition ability in Harbin, two is improving science and technology dint, strongly developing a high new technique business enterprise to promote city competition ability of Harbin, three is improving the infrastructure construction and the environmental dint, four is strengthening the cultural factor construction to promote city competition ability of Harbin, five is creating predominant industry, grow the industry competition ability, six is changing a government working function, soft environment of city development, seven is paying attention to manpower capital and set up cultivate the management idea based of people, eight is extending the development space of Harbin city, develop Songbei new area.更多还原
