中国公务员激励机制研究

【摘要】 自1993年我国全面推行公务员制度以来,传统的干部人事制度已过渡为公务员制度,但公务员激励机制基本上仍承袭了传统的以精神激励为主要内容的干部人事激励机制。随着改革开放的不断深入,特别是市场经济体制的逐步确定,原有的干部人事激励机制逐渐失去其强大的激励作用,日渐暴露出其弊端,使构建我国现代公务员激励机制具有重要的现实意义。本文运用激励理论和管理学、心理学等相关学科的基本理论,采用系统分析等研究方法,首先对公务员激励机制等相关理论进行了梳理,进而探讨了公务员激励机制构建的环境因素,接着从公务员激励机制设计的需求、诱因和资源因素三个方面勾勒出公务员激励机制设计的途径,最终归纳总结出我国公务员激励机制构建的原则,并构建出我国公务员激励机制的静态制度和动态制度,以解决我国公务员激励机制中存在的问题。

【Abstract】 Since Chinese government carried pubic functionary system into effect in 1993, the traditional cadre personnel system has changed into pubic functionary system gradually. However, the motivation mechanism about pubic functionary is still based on the motivation mechanism of the cadre personnel system whose key point is spirit motivation. With the development of reformation, especially the establishment of market economic system, the primary ones is losing its impact and showing its shortcomings. Such phenomena made the construction of pubic functionary of motivation mechanism more urgent. Based on the basic theories of motivation, management, organizational behavior, and by the methods of systematic analysis method and comparison analysis method, this dissertation probes the circumstances of the construction of the pubic functionary’s motivation mechanism. The dissertation also outlines the approaches of detailed planning from the aspects of structure of demand, objective structure and induction factors. Furthermore, the dissertation concludes the principles of the construction of pubic functionary’s motivation mechanism andsummarizes the outlet.
