H市住房公积金管理中心人力资源管理研究

【摘要】 随着知识经济时代的来临,人力资源已上升为社会发展和经济发展所需的第一资源。21世纪是知识经济时代,作为知识的必然掌握者和运用者,人成为知识经济中首要的动力源。作为拥有高素质人力资源群体的事业单位,现行的人事制度存在许多弊端,既不利于人才的选拔、流动,也不利于人才的培养。本文基于事业单位人事体制改革的需要,从事业单位人力资源管理入手,在借鉴国内外企业人力资源管理相关理论的基础上,对H市住房公积金管理中心人力资源的管理进行了探讨。针对其人力资源管理中存在的管理理念落后、开发模式僵化、培训开发不足、考核虚化和激励机制缺失等一系列问题,结合实际情况,通过引入人力资源管理的新观念,借助平衡计分卡方法,构建了人力资源管理的新模式,以实现现代人力资源管理的理论和方法在H市住房公积金管理中心人员招聘、培训、考核和激励中的应用,最终实现战略目标和人力资源管理的有机结合,并在此基础上提出H市住房公积金管理中心人力资源管理的对策建议。

【Abstract】 Along with knowledge economy time approaching, the human resources rose the first resources which needs for the social and the economical development.21 century are the knowledge economy time, as knowledge necessity grasping and the utilization, the person becomes the most important power supply in the knowledge economy. As has the high quality human resources community the institution, the present personnel system has many malpractices, also is disadvantageous to the talented person selects, flows, also is disadvantageous to talented person’s raise.This thesis in view of the institution personnel system reform need, the being engaged in industry unit human resources management obtains, in profits from the domestic and foreign enterprises human resources management correlation theory in the foundation, has carried on the discussion to H city’s housing common reserve fund administrative center human resources management. In view of the management of its human resources management concept behind the rigid pattern of development, insufficient of development pattern, lack of training, virtual of achievements examination and empty of incentive mechanisms and a series of issues. In light of the actual situation by introducing new concepts of human resource management, using the Balanced Score Card. Construction of a new model of human resources management and applied the modern human resources management theories and methods into application, training, assess and inspire of H city’s housing common reserve fund administrative center, ultimately achieve strategic objectives and the organic integration of human resource management. Thus may provide some countermeasure and suggestion for H city’s housing provident fund administration center.
