【摘要】 目前，人们对自然保护区的关注大多集中在生物多样性上，较少有人关注生活在林缘社区的贫困人群。但是随着自然保护力度的加大，某些野生动物种群增加，野生动物损害庄稼的事件频频发生，使得自然保护与社区发展之间的矛盾与冲突加剧。遇到这种问题，受害人应该向谁索赔不仅是自然保护面临的重要问题，而且影响了农民收入，如果处理不得当还会影响社会的安定与和谐。本文正是基于和谐保护这一基本理念，从生态经济学、资源经济学、生态补偿学及野生动物管理学角度出发，希望在有限的范围内尝试评估野生动物肇事所造成的损失，提出合理的经济补偿方式及途径，为在更大范围内维护林缘社区农民的权益，逐步解决农民的生计问题，促进自然保护事业的可持续发展做出一点贡献。本文的主要内容有以下几个方面：(一)界定林缘社区、野生动物及生态补偿相关概念、分析自然保护区野生动物肇事的原因。(二)研究自然保护区野生动物肇事损失评估及生态补偿的相关理论和方法，提出野生动物肇事损失评估及补偿的原则、方法以及内容，提出了补偿主体。(三)以甘肃白水江国家级自然保护区三个自然村为案例，把损失评估的方法运用于实践，计算出了2006年的损失额及农民期望的补偿标准。(四)提出了解决野生动物肇事以及补偿损失的建议及政策。更多还原

【Abstract】 Nowadays,people always pay much attention to the bio-diversity. But seldom of themkeep an eye on the poor people of community in the edge of forest in the nature reserve. Sincethese years, because of the enhancement of the dynamics of nature conservation, thepopulation of wild animal’s is increasing. And bad contradiction and conflict between theconservation of nature reserve and the community development, the incident of damaging thecrops by wild animals happens again and again in the nature reserve. In this situation, theimportant and difficult problem is that who the victim should claim for. Just this question hasaggravated peasants’ production and life pressure. This text, from ecological economics,resource economics, anthropology, compensation studying and wild animal management andso on, assesses the losses which wild animal causes in a limited range, puts forward rationaland economic compensation way. It can contribute to safeguard the rights and interests of thepeasants of community in the edge of forest, solve peasants’ daily needs progressively,promote the sustainable development of the nature reserve. The main contents of the text areas follows:1. Have analysed the reason of the wild animal’s troubles in the nature reserve, defined the relevant concepts, such ascommunity in the edge of forest, the wild animal and the ecological compensation.2. Detail relevant research theories and methodes of the assession of losses by wild animal’s trouble and the compensation of community in the edge of forest in the nature reserve. Propositioned principle, method and content of the loss assessment and compensation by wild animal’s trouble.3. Regard the national-level Bai Shuijiang nature reserve in Gansu as the case, apply the method of the loss assessment to practice, according to investigation and calculation out of the amount of loss of 2006 and compensation standard which peasants expect.4.
