【摘要】 地级市干部队伍素质问题对地方政权乃至整个国家政权的巩固具有十分重要的现实和理论意义。当前国家正处在一个历史发展的关键时期,面临着执政和改革开放的双重考验,必须提高领导干部的素质,这也是党的重要战略任务之一松原市现有公务员人员素质不高,来源杂,起点不高,存在人才总量不足、高层次人才严重缺乏等问题。而要解决这些问题,加强地级市干部素质建设,构建一支高素质的干部队伍,必须从培训教育、科学管理、实践和加强修养等各个方面入手,全面提高地级市干部的综合素质。同时,通过构建科学的机制和方法来提高地级市公务员的素质,是公务员队伍自身发展的要求,也是和谐社会提出的新要求的现实回应。更多还原

【Abstract】 The cadres’stuff belongs to the category of the leaders’stuff. Leaders’stuff is an important task in the research of political science. One important content of the state construction is the construction of the prefecture-level cities cadres’stuff. This research has very important meaning to the local regime and the state regime. It can improve the local regime’s efficiency bally.First: the review on the theory of the cadres’stuffThe cadres’stuff points to a cadre must possess definite science knowledge, good moral culture, master specific skills, have actual experience, hold strong body and well mind stuff, etc. It can be incarnated by the political stuff, the think stuff, the moral stuff, the law stuff, the style stuff, the cultural stuff, the ability stuff, the mind stuff and the physical stuff, etc.Max, Engles, Lenin and Mao Zedong all regard the stuff of the cadres. They look it as the central and key question of the project of the revolution and the construction. Deng Xiaoping said: The stability of China depends on the people who insist on the Maxiam and have good political stuff. Western scholars put forward kinds of theory to the stuff of the leaders, such as Peter. F. Drucker’s theory. To strengthen the construction of the prefecture-level cities cadres’stuff has outstanding sense. Because of the formidable task to our party and country, we must focus our power to advance the party members especially the party member leading cadres’stuff.Second: the analyses on the status quo of the prefecture-level cities cadres’stuff----an example: Songyuan City Jilin province Songyuan City’s officials come from several routes. In the mess their stuff is low compare to the others city in Jilin province. This human resource status quo can’t suit the need of the social and economic development of this city.This city’s cadres have some predominance actually: The total number of the human resource is enlarging continually. The quality of the human resource is improving unceasing. The system of human resource exploitation has been build.It also has many questions, such as: to lack high stuff HR, has unreasonable HR structure, has low proportion of HR who take up the sequential education, hasn’t ordinal flow of the HR procession.Third: the design of the construction to the prefecture-level cities cadres’stuff.To strengthen the construction of the prefecture-level cities cadres’stuff, we must make use of training, education, scientific management, practice and culture to generally improve the cadres’ synthetic stuff.(Ⅰ) Perfect training system is the basic tache to the construction of the cadres’stuff. To do this, we should build the education rules, set up scientific training content and innovate the training fashion.(Ⅱ) Scientific management is the significant pledge to the construction of the cadres’stuff. To do this, we should set up the rules of cadres’stuff testing, consummate the invigorative rules of cadres’stuff construction, found the examination rules of the prefecture-level cities cadres.(Ⅲ) Practice is the evitable path to construct the cadres’stuff. Practice is the direct motivity to improve the cadres’stuff, so the cadres must participate in the practice and organize the clamjamfry to do practice. There are several manners to advance cadres’stuff from the practice: to go deep into the grass roots to do practice; to go to the key post to do practice; to do some practice personally, etc.(Ⅳ) Well culture is the emphases of construction to the cadres’stuff in the new age. To add the culture of the cadre, we should enhance the culture of the politics, the moral, the cultural theory and the body and mind.To arrive at the aim, the cadres should learn theory and knowledge, to wise oneself, to self-examination, to write dairy, etc.In a sum, the advance of the prefecture-level cities cadres’stuff is not only the important content of the state’s stability but also the necessary part of the political system reform. The analyses to the complexion of the cadres’stuff can do favor for the scientific appraise of the prefecture-level cities cadres’ability and level. From the construction of the scientific rules and measures to advance the prefecture-level cities cadres’stuff is the request to the development of the official contingent.
