基于区域旅游协作的环巢湖旅游圈开发及创新研究

【摘要】 在经济全球化和区域经济一体化的时代大潮中,区域旅游协作已经成为我国旅游业实现大发展的重要形式。在滨水旅游和城郊旅游不断兴起的背景下,合巢两市联手打造的“环巢湖旅游圈”顺势而出。安徽旅游一直呼唤旅游中心城市的出现,来营造中部崛起、辐射周边的发散态势,以此来改变南热北冷的不协调状况。环巢湖旅游圈优化整合了合巢两地区域的旅游资源,它的构建将大大改变皖中旅游产品的弱势局面,扩大中部市场竞争力,有利于带动全省旅游均衡发展,其成功的关键在于合巢两地能否高效的联手协作。本文从区域经济协作理论、外部规模经济理论、区域空间结构演变理论、可持续发展理论、博弈机制五个方面构建了区域旅游协作的理论框架,接着对环巢湖旅游圈的协作开发进行了实证研究,评价了旅游产品的资源条件,并在此基础上对环巢湖旅游圈的空间结构模式以及可行性上进行分析,对构建的理论框架进行验证。与国内成熟的同类旅游产品进行比较,找到存在的差距;接着文章用PEST分析和一般均衡模型研究环巢湖旅游产品的特点和所存在的一些问题,如缺少创新的协调机制、水污染、信息沟通不畅、利益分配不均衡、资金不足等。最后提出了实现环巢湖旅游圈发展的七大对策:协作机制创新、环境分级优化、增强区域竞争力、构建信息技术协作平台、实现产品组合一般均衡最优、开辟新融资模式以及共建和谐诚信旅游。

【Abstract】 With the economic globalization and regional economic integration trend, regional tourism cooperation has become China’s largest tourism development to achieve an important form. Under the constantly rising tourism of Waterfront and Suburban, a nest of the two cities jointly create "Tourism Circle around Chaohu Lake" to take advantage of the situation out. Anhui Tourism has been calling a tourism center city to change the uncoordinated situation. Tourism circle around Chaohu Lake optimized integration with the two cities to regional tourism resources. Its construction will significantly alter Anhui tourism product’s vulnerable situation. The key to success lies in a highly effective joint collaboration between the two cities.Firstly, the dissertation introduces the conception from the regional economic cooperation theory, external economies theory, regional spatial structure evolution theory, the theory of sustainable development and game mechanism. We choose five mature theories as the research foundation of the paper which established regional tourism cooperation theoretical framework. Then we do the empirical studies on the collaboration for the development of Chaohu Lake and evaluated the tourist product resources. Compared with other similar domestic tourism products, we find the gaps between them. Then we primarily build up the model of the general equilibrium, using PEST to analyze the characteristics of Tourism Circle around Chaohu Lake and other problems such as lack of innovative mechanisms for coordination, water pollution, information communication sluggish, uneven distribution of benefits, the shortage of funds and so on. Finally we sum up seven suggestions to promote the development of Tourism Circle around Chaohu Lake: a coordination mechanism innovation, environmental classification optimization, enhancing regional competitiveness and building information technology collaboration platform, generally balanced product portfolio optimization, open up new financing models and build up a harmonious integrity of tourism.
