【摘要】 随着人类社会经济的迅速发展及环境的日益变化，土地利用类型、数量、分布、现状和权属的变化频度不断加快。始详查时采用的技术手段相对落后，加之每年的变更调查未能做到图、数、地三者一致，现有土地利用现状数据的精度和可用程度远远不能满足目前土地管理工作的需求。为了更好地规划、利用、管理土地资源，急需对土地利用现状进行更新调查。研究出一套适合县级土地利用更新调查的技术方法迫在眉睫。文章首先分析了当前我国土地利用现状，然后描述了土地利用数据库及GIS平台在士地管理与开发中的应用，选择ESRI公司的大型关系数据库Oracle9I及ArcGIS软件平台实现对海量土地利用空间数据的有效存储与管理。通过对土地利用更新调查实施作业流程的分析，推出一套适合县级土地利用更新调查的工作方法。更新调查是在原有土地利用现状调查成果基础上，依据土地调查的有关技术规程和规定，对调查区的土地利用现状重新进行全面的实地调查和数据采集。并采用新技术和新方法，建立或更新土地利用现状数据库或土地管理信息系统，为建设用地审批、土地开发复垦整理项目管理以及土地执法监察等国土资源管理的日常业务提供基础和依据。本文通过在浙江上虞市的土地利用更新调查实施结果表明以上更新调查方法是行之有效的，也同样适应于浙江省乃至全国的县级土地利用更新调查，并且将在即将启动的第二轮土地利用更新调查中起到积极的借鉴作用。更多还原

【Abstract】 Along with the rapid social and economic development and the ever-changing environment, land use types, quantity, distribution, status and ownership change more frequently. The accuracy and availability of existing land use data are far from satisfying the needs of the current work. For better planning, and the use and management of land resources, updating land use survey is in urgent need. There are series of problems to be solved in land use updating survey techniques and processes in urgent need, because the technical means of initial detailed investigation are relatively backward, in addition to the asynchronous of map, date and land in annual land changing survey.This study analyses the current situation of the state land utilization first, and describes relative database systems and the GIS system adopted in land management and development. This study chooses Oracle 9i as database management system and Arc GIS as the geographic information management system. This paper analyses the procedure of state land investigation and update, and develops a new technique and method.This study adopts the new technique and method, and the establishes the renewal land utilization database and land management information system, which will provide the evidence for the construction examination and approvement, land development reclamation reorganization national territory resource management, land law enforcement supervision, and also establishes the new management rules and decision method such as "managing land resources by the land imaging".The new technique and method has been adopted in a project - a case of Shangyu, Zhejiang province, which has been approved.
