【摘要】 2004年7月16日，国务院正式批准了《关于投资体制改革的决定》，明确了对非经营性政府投资项目实施“代建制”管理模式。本文主要采用定性分析、比较分析等方法，在大量调研、搜集文献资料的基础上，从发达国家和地区政府投资项目管理模式的研究成果和我国部分试行“代建制”管理模式的城市入手，通过对河南省鹤壁市代建项目的实证案例分析，研究目前我国对政府投资项目实行“代建制”管理模式取得的成效和存在的问题，说明“代建制”在我国实施的必要性。各地试行的代建制，大多是专业化管理和改变委托方式的尝试。以往的试点项目中，代建制有四种具有代表意义的类型，北京的回龙观项目由政府出资人招标委托社会中介机构管理的模式；上海水务系统由项目法人直接或招标委托本行业企业代建管理的模式；深圳的政府内部委托事业单位代建管理的模式；重庆的成立城建发展公司来管理政府投资工程项目的模式。本文借助委托代理理论和激励理论对代建制进行讨论，认为通过完善代建制度，加强代建单位管理以及明确代建合同内容等手段，可以使政府投资项目在实施代建的过程中更加高效率地实现政府投资收益的目标。更多还原

【Abstract】 On July 16 2004, the government formally approved THE DECISION ABOUT REFORM ON INVESTMENT SYSTEM, and made it clear that the management pattern of the system of agent construction will be used to the non-operative projects invested by the government. On the basis of massive investigation, study and literature material collection, and from the study on the research achievements of management pattern of government-investment project of development counties and areas and the cities in our country that partially try to implement the management pattern of "agent construction system", the paper mainly used methods like qualitative analysis, comparative analysis and so on, studied the effects and the questions resulted from the implement of "agent construction system" management pattern in the projects that government invests, and explained the necessity of the implementation of "agent construction system" in our country, through the case analysis of agent construction project in Hebi city of Henan province.Most of agent construction systems tried out at many places are attempts in specialized management and the changing of modes of agent. Internationally used engineering general contracting and project agent management give us very good references in reform of the investment field. There are four typical types of agent construction system in those experimental units. The project of Huilongguan in Beijing takes the type that government investor consigned social intermediary to manage by bidding. The project of Shanghai Shuiwu system takes the type that legal person of project consigned the enterprises in the trade to manage. The Shenzhen"s type is to consign the institutional unit within government to agent construct. The ChongQin’s type is to build up city development company to manage projects invested by government. The paper finally put forward that general efficient improvement of return target of government investment can be achieved by perfecting the agent construction system, by strengthening management of agent construction units and by making clear the contact of agent construction.更多还原
