【摘要】 随着我国社会主义市场经济体制的逐步建立，投资多元化格局的逐步形成，用有限的资金投入取得最佳的社会及经济效应，是政府、企业或业主的共同期望。在建设项目投资管理中，工程造价的控制贯穿于工程建设全过程。在全过程的投资控制中，设计阶段的造价控制是降低工程造价，提高投资效益，促进我国建筑市场健康、持续、稳定发展的重要环节。设计阶段造价的控制体现了事前控制的思想，控制住设计阶段工程造价，会产生事半功倍的效果。如何真正地、有效地合理确定和控制设计阶段的工程造价，已经成为迫切需要解决的问题。论文介绍了工程造价管理的发展历史及工程造价管理体制的演变，根据我国工程造价管理体制改革和国外工程造价管理的特点，阐述了我国由概预算定额管理的模式逐步转变为工程造价管理模式的重要性；并借鉴国际经验，立足我国国情，从实际出发，在深入分析设计阶段影响工程造价因素的基础上，提出了合理确定和有效地控制设计阶段工程造价的途径和方法，对完善设计阶段工程造价管理体制提出了一些有益的建议。论文指出合理地确定设计阶段造价控制的目标值后，要用科学的方法对造价进行控制。提出了利用价值工程优选和优化设计方案，以取得最佳的综合效果；推行限额设计与标准化设计，以降低工程造价、缩短工期。并结合实例进行了论证，对有效地控制设计阶段工程造价具有一定的实用参考价值。更多还原

【Abstract】 With establishment of socialism market economy, it becomes co-expectation of government, enterprises and owners to acquire optimum social and economic returns with limited fund. Cost control at the design stage can effectively reduce engineering cost, enhances the investment benefit by use of pre-control thought, so how to control engineering cost at design stage effectively becomes an urgent problem.The essay represents the importance of the conversion from norm management to engineering cost management according to features of foreign cost management and cost management reform in our country. On the basis of analysis of engineering cost influencing factors at design stage, some methods and hopeful proposals are introduced to determine and control engineering cost at design stage.After determination of target value of cost control, scientific approach will be used to control the engineering cost. In the essay, design schemes are selected and optimized by use of value engineering to acquire optimal general effects; and quota design and standardized design are promoted to decrease cost and construction time. At last, the methods presented in the essay are proved to be valuable to control engineering cost at design stage effectively by demonstration of case history.更多还原
