【摘要】 政府作为公共管理和公共服务机构，在行使自身职能的过程中，需要占有并消耗一系列自然资源和社会资源，由此便产生出有关政府行政成本的问题。政府行政成本是一个中性指标，应该保持在一个合理的范围之内，成本过低不能满足政府职能履行的需要；成本过高会造成社会资源的浪费，并可能引发出其他社会的或政治方面的问题。所以，政府行政成本应该控制在社会能够承受的合理范围内。笔者从行政管理学和经济学、政治学相结合的角度，在收集大量资料的基础上，通过运用定性分析与定量分析相结合的方法进行研究分析，即运用公共行政原理进行定性分析，如政府行政成本含义的确定、新公共管理理论等，又运用对比分析的方法进行定量分析，如研究政府行政成本在国内生产总值和财政支出中的比重等，探讨了政府行政成本合理化的要求与目标。本文重点分析了影响政府行政成本的因素，并提出实现政府行政成本合理化的途径。本文通过以下四个部分论述政府行政成本合理化问题：第一部分主要对选题背景、研究价值以及政府行政成本的基本概念与相关理论作了概述。第二部分在对政府行政成本进行分类的基础上，就政府行政成本合理化要求作了界定，并提出了政府行政成本合理化的目标。第三部分主要从行政成本规模趋势、行政成本投入产出、行政成本的财政供给情况、行政成本分布结构、行政成本的横向比较等几个方面，就当前中国政府行政成本不合理的表现及其产生的原因进行了分析。最后一部分从转变政府职能，建立适度政府；强化成本意识，进行行政成本收益比较分析；强化权力制约，加强政府的廉政建设工作；引入企业管理方式，提高政府管理效益；完善财政预算管理，实现政府行政成本预算科学化；加强电子政务运用等六个方面，对实现政府行政成本合理化的途径作了探讨。更多还原

【Abstract】 As an institution who takes the public management and offers the public service,the government needs to consume a series of natural and social resources in its function process.Then it will have some problems related to administration cost. Administration cost in government is a neutralization number.It should be maintained within a proper range.The government functions will not be taken up with inadequate administration cost, and exorbitant administration cost will result in wasting social resources.In a word, Administration cost in government should be maintained within a rational abearable range.The penman, from the point of combination of administration study with economics and the politics,gleaned a large amount of information and researched administration cost by qualitative analysis and quantitative ananlysis.The qualitative analysis is showed by public administration principle.For example,the definition of administration,new public administration theory and so on .The quantitative analysis is showed by comparative analysis in order that the penman can study on the request and the goal of the rationalization of government administration cost .For example,the percentage of administration cost in GDP and financial expenditure.The thesis emphasizes on the effective factors of administration cost, and puts forward the paths that realize the rationalization of government administration cost.The thesis discourses the rationalization of administration cost in government from four parts:In section 1,a general overview of the selected topic background, the research value as well as the basic concept and the relative theories of the government administration cost.In section 2,the penman proposes the defination and the goal of the request of the rationalization of government administration cost based on the classification to the government administration cost.In section 3,the penman analyzes the current situation of the administration cost of Chinese government based on the analysis of the tendency of the scope of administration cost, the input and output of the administration cost, the situation of the fiancial supply on administration cost, the distributed architecture of the administration cost and so on. Following, a statement on the cause of the current situation of the administration cost.In the final section, the most important part, the penman discourses the paths that realize the rationalization of administration cost from six aspects.更多还原
