【摘要】 本文广泛调研了国内外林业信息管理的现状和发展趋势，针对现有林业信息管理系统相对独立、信息分散、差异性大，影响了决策者把握整体信息制定发展决策的问题，结合当前最新的信息技术，提出了针对林业局的综合信息服务系统的体系构架；建立了以森林资源管理和林业业务处理为核心的综合信息服务平台；研究并实现了基于Web Service对林业信息服务进行集成的方法；开发了基于JMS的分布异构数据库的数据同步工具；设计开发了基于WAP和SMS的林业信息无线服务平台。所研建的信息服务系统适合当前的社会、经济和技术条件，将现有大量、分散的森林资源和林业管理数据进行了收集和整理，建立了统一的信息服务系统，形成信息共享体系，面向决策者提供林业信息的多种服务功能，提高了林业管理信息的利用率，减少了信息的重复获取、重复处理等工作，提高了林业管理者进行决策，制定发展计划的效率和准确性。并对今后林业管理部门的信息服务提供了一套完整的可扩展的平台，对信息化管理和信息服务水平的提高具有现实意义和参考价值。更多还原

【Abstract】 This article contains massive research into the current status and development trends of domestic and international forestry information management. The research shows that the existing forestry information management systems are relatively independent, with data scattered and diversified, thus badly influence forestry policy makers when they come to grasping the overall information and making development policy. To solve this problem, implementing the latest information technology, the author proposes a blue print of an integrated information service system for forestry bureau. During this research, a Integrated information service platform with the core of resource management and forestry operations was established. Also the method of integrating forestry information service based on Web Service technology was actualized. The author further developed a data synchronization tool for the distributed &heterogeneous databases based on JMS technology. Meanwhile he designed and developed the wireless forestry information service platform based on WAP and SMS technology.This information service system is suitable to the occasion of current social, economic and technical conditions. It collects and coordinates a mass of existing fragmented forest resources and forestry management data to establish a unified information service system, creating an information-sharing platform. This system provides a variety of forestry information services for decision makers. It refines forestry management information utilization and reduces the duplication works of information acquisition, information procession etc. It improves the efficiency and accuracy for forestry managers to make decisions and development plans. This system provides a complete set of extensible platform of information service for forestry bureau at country or city level.
