【摘要】 西部中小企业的状况表现为数量少、成长性差，技术水平低、创新能力弱，改革滞后、管理方式落后和知识产权保护意识差等。西部中小企业发展质量不高，其快速发展容易导致资源消耗过多、环境污染等问题。矛盾的解决在于实施中小企业绿色技术创新。西部中小企业绿色技术创新具有重要的意义。从价值层面看，传统技术创新存在着工具理性与价值理性分离、生态价值危机和人文价值危机等缺失，在一定程度上造成了人类的技术生存危机。而绿色技术创新则在工具理性与价值理性之间保持了一定张力的基础上，实现了价值理性的回归，是经济价值、生态价值和人的价值的统一，是科学精神与人文精神的统一；它提倡的是一种绿色文明观，是一种人类的绿色的技术生存方式。从理论层面看，传统技术创新“目的说”、“过程说”、“系统说”均存在目标的单一性、过程的非持续性、系统的非循环性等缺失，使得人类陷入了严重的生态危机。人类通过对传统技术创新进行反思，提出了可持续的科学发展观指导下的绿色技术创新的理念，有利于人类的可持续发展。从实践层面看，传统技术创新不利于资源的节约、产业结构的调整、区域的均衡发展、贫富差距的消除，不利于经济社会的可持续发展。中小企业绿色技术创新则有利于西部地区经济增长方式的转变、企业竞争力的增强；有利于发挥西部的人力资源优势、缩小贫富差距、实现西部地区的可持续发展；是企业应对绿色消费和环保法规，依法经营的需要。西部中小企业绿色技术创新的障碍主要表现在公众环境保护意识薄弱，企业创新能力低、绿色管理薄弱，绿色技术创新资金不足、科技人才缺乏，政策支持体系不完善，政府资源价格失准等方面。西部中小企业绿色技术创新是创新主体系统各要素——政府、企业、科研院所和公众等共同参与、协同作用的结果。西部中小企业绿色技术创新需要政府营造良好的绿色创新政策环境，在全社会倡导一种绿色文明观：企业建立绿色创新机制、实行绿色管理，加强产学研合作；科研院所加强绿色理论创新；公众树立绿色消费意识和进行舆论监督等。更多还原

【Abstract】 Generally speaking, western small and medium-sized enterprise (SME) is small and weak, and its innovation ability and management is not very well. People who work in western SME have little consciousness of intellectual property rights. In fact, the fast development of western SME is easy to cause resources wasting, environmental pollution and other ecological questions. The solution lies in implementing green technology innovation.Green technology innovation of western SME has the vital significance.From the value aspect, traditional technology innovation existed separation between tool rationality and value rationality, ecological value crisis and humanistic value crisis, then creates humanity’s technical survival crisis. Green technology innovation is the humanity’s green technological survival way which maintains proper tense between tool rationality and value rationality, realizes the value rational return, and unifies economic value, ecological value and personal value, unifies scientific spirits and humanistic spirits.From the theory aspect, traditional technology innovation "the goal said", "the process said", "the system said" all have the flaw of single goal, process non- endurance, system non-circulation. And these made the humanity fall into the serious ecology crisis. The humanity proposed green technology innovation idea under the instruction of the sustainable science development view through reconsidering the traditional technology innovation. And this is beneficial to humanity’s sustainable development finally.From the practical aspect, traditional technology is unfavorable to achieving thrift, adjustment of industrial structure, balanced development of area, elimination of the gap between rich and poor unfavorable to resources newly, the sustainable development of economy society. The green technological innovation of western SME is favorable to the transition of the style of economic increase in the western region, enhancement of enterprise’s competitiveness; help to give play to the western human resources advantage,narrow the gap between rich and poor, realize the sustainable development of the western region; it is the need of dealing with green consumption and environmental protection regulation, operating within the limits of the law.The barrier of green technology innovation of western SME is the weak consciousness of environmental protection in public; low innovation ability, weak green management in enterprise; insufficient innovative fund and talents, imperfect the policy support system, price loses of the government resources and so on.The green technological innovation of western SME is the system which each element (government, SME, scientific research institutions, the public) participate in together and cooperative together. It is unable to realize if lack efforts of either party. The green technological innovation of western SME needs the government to build good policy environment; SME to set up green innovative mechanism, carry out green management and strengthen the cooperation of production, teaching, research; the scientific research institutions to strengthen green theory innovation; the public to establish the consciousness of green consumption and advocate a kind of green civilization view in the whole society.更多还原
