中国西部地区突破绿色贸易壁垒问题研究

【摘要】 20世纪中期以来，随着关税与贸易总协定多边贸易谈判的开展，关税这一传统贸易政策的作用开始削弱，在很多行业其影响越来越小。而非关税贸易政策由于其自身的灵活性、隐蔽性和针对性逐渐成为贸易保护的主要工具。尤其从20世纪80年代起全球环境问题的日趋严重，全球环境保护浪潮的兴起和贸易保护观念的抬头，使得环境保护与国际贸易之间的关系变得越来越密切。在贸易与环境的矛盾下，绿色贸易壁垒已成为非关税壁垒中的重要的贸易政策工具，在国际贸中的作用日益凸显，对发展中国家出口贸易的限制越来越大。目前国内有关绿色贸易壁垒的研究主要侧重于其成因、特点、表现形式以及对中国外贸总体影响等方面进行总结性研究，关于西部如何跨越绿色贸易壁垒的研究还很少。随着绿色贸易壁垒对我国出口贸易的影响越来越大，作为中国三大经济区域之一的西部地区必定要在激烈的国际贸易竞争中受到重大影响。因此，系统地研究绿色贸易壁垒，从我国区域经济发展实际情况出发来探析西部地区如何从自身的优势和劣势出发跨越绿色贸易壁垒，发展对外贸易就具有重要的理论和现实意义。本文介绍了绿色贸易壁垒的内容与特征，分析了绿色贸易壁垒产生的背景与原因，提出了辩证地看待绿色贸易壁垒。着重从内外部环境角度分析中国西部地区突破绿色贸易壁垒的优势与劣势。在此基础上，从宏观与微观角度提出了西部地区突破绿色贸易壁垒的对策建议。更多还原

【Abstract】 With the increasing effect of the WTO in international trade, the role of the tariff which is the traditional trade policies began to weaken or even be canceled. And then non-tariff trade policy gradually became the main tool for the trade because of its flexibility, concealment, pertinence. Especially from the 1980s environmental problems have become more and more serious so that the environment protection and the trade protection have risen. All of those make the relationship between environmental protection and international trade has become increasingly close. Under the confliction between the trade and environment expansion, the Green Trade Barriers naturally become the most powerful tool in international trade.At present in China, the researches about the Green Trade Barriers focus on the causes, characteristics, forms and the overall impact on China’s foreign trade, however the academia lack of research about how the western region of China breaks through the Green Trade Barriers. The western region of China as one of the three economic regions will be materially affected in the fierce competitions of international trade while the Green Trade Barriers influence China’s export trade. Therefore, it is theoretically and realistically significant to make a systematical research and analysis on how the western region of China breaks through the Green Trade Barriers from the advantages and disadvantages.This article introduces and analyses the content, features, background and reasons of the Green Trade Barriers, and then gives adialectical view. With the point of internal and external environment this article focuses on analyzing the western regions’ advantages and disadvantages how to break through the Green Trade Barriers.
