人力资本对湖南经济增长影响的理论与实证研究

【摘要】 新经济增长理论认为,人力资本是经济增长的最重要因素,教育和培训等人力资本投资是一个经济长期持续增长的源泉。目前,湖南省经济正处于经济起飞阶段,如何实现经济的持续快速增长,是迫切需要研究的课题。因此,研究湖南省的人力资本现状及其在经济增长中的作用,找出存在的问题,进而提出人力资本投资与积累战略,以促进湖南经济的持续快速增长,具有很重要的现实意义。本文将在西方人力资本理论和经济增长理论的基础上,选取湖南省1978—2005年间物质资本和人力资本的时间序列数据,利用建立在柯布—道格拉斯生产函数基础之上的有效劳动模型和卢卡斯的人力资本外部性模型,对人力资本存量和物质资本存量与湖南省经济增长的关系作了实证分析。通过模型剥离出人力资本对经济增长的直接贡献和间接贡献,发现在促进湖南经济增长的各要素中,物质资本的贡献率最高,其后依次是人力资本的贡献率和全要素生产率贡献率。最后根据分析的结果,本文就如何更好的利用人力资本来优化经济结构、促进经济增长提出对策与建议。

【Abstract】 Since the implementation of the reform and open policy, high speed of economic growth has been maintained. Form the point of the development of regional economic, a larger difference exists. Although developed potentially, compared with other provinces in eastern, the development of economic is not satisfying in Hunan. Based on the theories of western Human capital and economic growth, in one hand, the thesis makes empirical research on the influence of human capital save quantity and material capital save quantity to economic growth in Hunan by choosing data of human capital and material capital between 1978 and 2005, making use of C-D Model and Lucas Model. Through the two models, the direct and indirect contribution rate of human capital is peeled off. It is discovered that the contribution rate of material capital is the highest, human capital is higher and total factor productivity is the lowest in the factors which promote economic growth. In another hand, the reasons for the contribution rate of human capital low to economic are found.According to the above analysis, the thesis puts forward the suggestions on how to enlarge diffusion effect and how to accelerate economic development in Hunan province.
