历史文化名城保护管治研究

【摘要】 自1982年“历史文化名城”概念的正式提出后，经过二十多年的理论研究和探索，目前政府、专家、公众的保护意识逐步增强，价值观念逐渐统一，已经建立了比较完整的历史文化名城保护框架体系，对名城保护原则、保护内容、保护要求、保护界限的划定等保护规划技术层面上的问题也达成共识，出台了《历史文化名城保护规划规范》。但总体而言，名城保护研究面比较窄，思路不够开阔；对为什麼要保护?为谁保护?(保护是为古人负责?还是为今天需要?或为明天发展?)等关键性问题认识还不统一；保护模式单一、保护机制尚处于探索阶段，缺乏系统深入的研究。在面临国内经济社会环境发生了巨大变化，城市化、现代化快速推进的背景下，完善历史文化名城保护机制，解决历史文化名城保护面临的法规建设滞后、保护经费匮乏、保护动力不足、公众参与度不高、行政监督管理失控等现实问题，促进名城可持续发展，正是论文写作的出发点。 管治的本质通过使用包括纵向管理与横向管理的各种手段，促进名城保护中政府、非政府组织、社会集团、公众等各利益集团的对话、协调、合作。它顺应了多元、分权、尊重法理的社会发展趋势。因此，论文引入管治的理念，以苏州历史文化名城为实例，从历史文化名城保护管治研究的基本框架体系建立入手，以问题为导向，寻求历史文化名城保护管治对策和苏州历史文化名城保护措施，试图为历史文化名城保护机制的完善和发展做一点有益的补充，推动历史文化名城可持续发展。更多还原

【Abstract】 The concept History and Culture Town has been put forward formally since 1982. After more than twenty years of theoretic study and exploration on the idea, the protection of government, experts and public have developed stronger consciousness on conservation and unified view on conservation values. A more complete protection framework system of History and Culture Town has been established. They have reached an agreement on the technical issues related to conservation principle, contents, requirement and the set up of conservation zone boundary etc. They published Plan Criterion on History and Culture Town conservation. However, in general, studies on town conservation are relatively narrow; the ideas are not board enough. There is a lack of agreement toward key issues, such as why we should conserve? And for whom? (Is conservation act of responsibility for ancestors? it is for today’s need? or for tomorrow’s development?). Moreover, there is only one conservation model; conservation system is still being explored and lack of in depth and systemic study. As we face the big changes of domestic economic and social environment and fast pace of the urbanization and modernization, many problems has arised. These problems includes the improvement of history and culture town’s protection mechanism, slow progress on the setup of legislative code on the conservation of history and culture town, shortage of conservation fund, insufficient motivation, low public participation, uncontrolled administration and supervision and how to promote the persistent development. These issues formed the starting point of this thesis.The essence of Governance is through varied ways of vertical and horizontal management, so as to promote dialogue, coordination and corporation among the government, non-government organization, social group and public etc. all kinds of interest group in the town conservation.It suits to the social development trend of multi-layout, separate authority and respectable laws. Therefore, this thesis introduces the concept of governance, used the Suzhou historical and cultural town as example. It begins with the establishment of basic framework system ofgovernance of History and Culture Town study, focused on questions, seeks for the history and culture protection governance countermeasure and Suzhou history and culture protection step, tries to do the helpful complement towards the development and perfect on history and culture town protection mechanism to promote the sustainable development of history and culture town.更多还原
