【摘要】 全球化、信息化浪潮带来了一场从根本上改变人们生产方式、生存方式的革命,这也必然会对整个城市,包括对CBD有着深远影响。所以这需要我们进一步探讨信息化下CBD发展背后的规律,为新时期我国城市的管理和规划建设加强科学的依据,也可以为现有CBD的发展提供科学合理的指导。CBD是总部聚集性的高度表现,总部经济的发展与CBD的发展有着极其密切的联系。加强对企业总部办公所产生的空间区位变化以及总部经济与CBD建设之间关系的研究,有助城市经济健康、稳定、有序的发展有着积极的现实作用。本文在基于信息化、全球化下,以总部办公位址的变化为切入点,对总部在中心城市之间,城市内部,以及因总部内部功能结构的变化而引起的位址变化三个层次的有关总部办公位址选择、迁移以及办公空间的集聚与扩散的现象、原因和机制深入研究,并探讨与CBD发展的关系。也就是说,先从事物现象的表述,再到原因、条件分析,进而深入探讨其机制、规律,就这样逐层深入、由表及里的论述了总部位址的发展变化以及与CBD发展趋势之间的关系。最后,本文认为信息技术是CBD的形成和发展的根本条件,推动了CBD规模的进一步扩大;信息化下CBD办公面积所占城市的办公面积比重下降,办公空间趋向分散化;但CBD的职能将进一步高级化,对城市的经济控制力加强等结论。本文是国内较早从企业总部位址分布的角度来研究信息化下CBD的发展演变规律,将为我国未来信息化城市的发展打下理论基础。而且本文对CBD发展态势的研究不局限于CBD内部本身,而是从经济、规划跨学科角度,区域、城市、总部内部不同层次来审视CBD的发展规律,具有一定的创新。本文主要有以下内容:一、作为基本理论研究部分,论述了CBD演化的基本经济机制——集聚效应,CBD的发展受制于空间经济效益的比较,聚集效应对CBD的发展和演化始终起着决定性的作用。同时对聚集效应所产生的集聚与扩散的因素进行论述,并探讨了两者之间的关系,认为集聚与分散始终是城市空间演化发展中一对平衡的力量。接着论述信息技术对城市空间的作用效应类型,并分析了信息技术对城市体系、生产空间、城市空间的作用。二、论述了企业总部位址的对城市宏观选择,深入分析总部办公宏观区位、迁移变化原因及总部的选址条件,并以北京、上海为例,对总部位址选择进行实证研究比较。认为随着现代信息技术发展,经济组织结构扁平化,使高层的决策、管理和控制机构进一步的复杂化,为有效利用不同区域的资源优势,总部向中心城市集聚。同时,信息技术发展使企业有条件实现内部不同组织的空间分离,位总部与生产基地分离提供前提条件。由于中心城市战略资源的比较优势,在集聚效应作用下,使总部位址一般选择中心城市。三、论述了在城市空间尺度上,总部的微观办公区位、迁移变化及总部的选址条件。以北京为例,探讨了企业总部入驻或迁离CBD的原因、高科技企业总部位址的选择以及企业总部微观择址及迁移的规律研究。认为在集聚效应的作用下,商务经济活动大多在城市相应区位集聚,一方面,由于CBD集聚效应比较明显,为获取信息和享受CBD聚集效益和知识创新带来的经济效益,促使了CBD的规模不断的扩大。另一方面,大量的偏重于研发创新的科技型企业,在高科技园核心区的集聚通过产业集群效益的作用,更符合企业的根本利益和长远发展。高科技公司办公的位址选择直接对CBD的办公规模起到分流作用。四、论述了信息化作用下,总部办公空间内部结构的变化及位址选择。具体有三方面内容:总部后台办公对CBD的规模影响及后台办公的地理区位;远程办公以及电子商务对CBD发展的影响。认为在信息技术的作用下,后台办公、远程办公、家庭办公的出现导致CBD的办公空间出现扩散化,CBD办公面积在所在城市的总体办公面积的比重下降。同时,后台办公的郊区化、远程办公及电子商务的发展反过来促进CBD集聚成本的降低。使CBD内办公功能进一步开放并高度专业化,CBD职能高计划,高水平的决策越来越集中。更多还原

【Abstract】 Globalization and new technology has brought of a revolution that is fundamentally changing our lifestyle and productivity, which will in turn have its far-reaching impact on the cities as well as CBD. To scientifically facilitate our future metropolis planning and administrating as well as guide the current CBD prosperity, further discussions on CBD development against the new technological background will be well needed.CBD represents the integrity of the business headquarters, which is closely related to the idea of the headquarter economy. Study on the relations among headquarter locations, headquarter economy and the CBD planning can help build up a healthy and orderly urban environment that accommodates a steady economy growth. Set in the context of globalization and technological innovation, the paper starts with a brief discussion on the alteration of headquarter locations. Then, it looks into the causes and mechanism behind those location choices, movements and allocations from three different scenarios: moving between cities, moving within the city, or moving triggered by the functional shifts within the offices. At last, the paper reaches its conclusion that: communication technology is the essential incentive to the CBD booming that caters to its growing needs as well; coinciding with the technology progress, the proportion of CBD area to the city will shrink, and the office locations are more spreading out; but the functions of CBD will be intensified whose influence over the urban economy will be improved.The paper is among the earliest studies in China that probe the underlying relations between the headquarter location choices and the CBD development, which hopefully will form a good academic fundation to further research on China’s metropolis development in the perspective technology revolution. Both this study’s stretched discussion to some wider context of economic and cross-subjective fields, and its detailed analysis from three focuses of inter-city, inner-city and headquarter functions, stand it out to be an innovative read.更多还原
